The department operates with the aim of creating conditions for the fullest and most effective realization of the potential of elderly citizens, assisting the elderly in adapting to new age-related living conditions, and maintaining their desire for active longevity.
RIGHT TO SOCIAL SERVICES
Social services are provided to incapacitated citizens with medical indications and no medical contraindications, who are non-working citizens aged 60 and older, have reached the generally established retirement age, and are entitled to a state pension.
CONDITIONS FOR PROVIDING SOCIAL SERVICES
Social services for citizens attending day care departments for the elderly are provided on a gratuitous basis.
Exceptions include services for computer literacy training and interest group activities, which are provided:
- free of charge – to disabled persons of the first and second groups, low-income single non-working citizens aged 60 and older who have reached the generally established retirement age and are entitled to a state pension
- on a partial payment basis – to single non-working citizens aged 60 and older who have reached the generally established retirement age and are entitled to a state pension, whose average per capita income does not exceed 200% of the subsistence minimum budget. The amount of partial payment for a single citizen is 60 percent of the tariff for social services
- on a full payment basis – to other non-working citizens aged 60 and older who have reached the generally established retirement age and are entitled to a state pension.
By decision of the Vitebsk Regional Executive Committee dated 19.09.2024 No. 591, a fixed tariff for social services provided by territorial centers for social services for the population has been established – 0.77 Belarusian rubles per hour.
Single disabled citizens are non-working citizens aged 60 and over who have reached the generally established retirement age, are entitled to a state pension, and have no relatives legally obliged to support them (adult children, spouses, and parents who are not Group I or II disabled, and have not reached the generally established retirement age), or other individuals or legal entities with whom a life annuity agreement with provision of maintenance funds or a lifelong maintenance agreement with dependency has been concluded. Low-income citizens are those whose monthly income does not exceed 100% of the subsistence minimum budget per capita, effective on the date of application for social services.
PROCEDURE FOR PROVIDING SOCIAL SERVICES
To receive social services, a citizen applies to the territorial center for social services for the population at their place of residence (place of stay) or actual residence and submits:
- an application
- an identity document
- a standard document confirming the right to benefits
- a medical certificate of health status, containing information on the presence of medical indications and/or the absence of medical contraindications for the provision of social services in the form of semi-residential social care.
Important! Center employees, upon visiting the applicant's place of residence, draw up an act determining individual need for social services, and also request from state bodies and other organizations:
- information on the amount of pension received for the month preceding the month of application (for single disabled citizens)
- information on the living quarters occupied in the given locality, place of residence, and family composition (with details of place of residence and family composition)
- information confirming that the citizen applying for social services is not a recipient of an annuity under an annuity agreement or lifelong maintenance with dependency (with the exception of a lifelong maintenance agreement with dependency concluded with a local executive and administrative body) (for single disabled citizens)
- information on the absence of care for the citizen applying for social services by a person receiving a disability care allowance for a Group 1 disabled person or a person who has reached 80 years of age.
Social services are provided on the basis of a social services agreement concluded by the citizen (legal representative) with a social service institution.
To organize training and leisure activities for elderly citizens, the department operates interest groups and clubs.

Circle "Aesthetics of Taste" - providing older citizens with additional knowledge, skills, and abilities in preparing various types of dishes and their presentation.
Circle "Beauty Salon" - a socio-rehabilitation program that promotes harmonious, aesthetic, and creative development of older citizens through mastering the basics of cosmetology.
Circle "Megabit" - computer literacy training, mastering social networks, making payments via the Internet for older people with disabilities (at home).
Circle "Faith Hope Love" - theo-sociorehabilitation, studying the basics of Orthodox culture, fundamental concepts of the Orthodox faith. (Weekly on Thursdays from 11:00 AM to 1:00 PM at the Sunday school at the Church of St. Prophet Elijah at the address: Beshenkovichi, Uritskogo St., 2.)
Club "Erudite" - maintaining intellectual and creative abilities, supporting research interests. (Monthly).
Club "Istok" - studying the native village, its region, developing and deepening knowledge about the history and culture of the native land, strengthening the ideas of peace and creation. (Monthly).
Club "Green City" - promoting active longevity, participating in environmental campaigns, visiting excursions, studying the environment. (Monthly).
Club "Equal Opportunities" (interdepartmental interaction) - involving older citizens living in rural areas in socially significant activities, developing public activity.
Psychological Relief Club "Relax" - prevention and reduction of psycho-emotional stress in older people.
Communication Club "Harmony" - organizing interesting leisure activities, preventing social loneliness.
Club "School of Safety" - a health-saving program, whose activities allow achieving the main goal - increasing the level of safety in the daily lives of older people.
Club "Ladies and Gentlemen" - realizing the potential and creative abilities of older citizens, developing "silver volunteering", increasing motivation for further active lifestyle.
The department operates a Call Center "From the Bottom of My Heart" (interdepartmental interaction) - informing and consulting incapacitated citizens on social services, developing intergenerational interaction by attracting volunteers from the "Kind Heart" squad of the Beshenkovichi District Organization of the Belarusian Republican Youth Union.
The department provides free-of-charge day care services for the elderly. Day care services for the elderly are provided to non-working citizens aged 60 and over, who are entitled to an old-age pension on general grounds (subject to medical indications and/or absence of medical contraindications for the provision of social services in a semi-stationary form of social care).
The department operates a "Safety School", holds interesting meetings with various specialists, provides financial literacy training, round tables, training seminars, excursions, and festive events.
A Volunteer Center has been organized within the department, and a group of pensioners called "silver volunteering" carries out volunteer activities there.
Day care services are provided in the form of semi-stationary social care for 10 to 40 hours per week to incapacitated citizens – disabled persons of groups I or II, non-working citizens aged 60 and over, who have reached the generally established retirement age, are entitled to a state pension, and have lost the ability to control their behavior, including citizens with dementia, subject to medical indications and absence of medical contraindications.
Social services are provided based on the List of Free and Accessible Social Services of State Social Service Institutions with Norms and Standards for the Provision of these Services to Citizens, approved by Resolution of the Council of Ministers of the Republic of Belarus dated December 27, 2012 No. 1218 "On Certain Issues of Providing Social Services".
The social service of day care is provided:
on terms of partial payment – to low-income single incapacitated citizens whose average per capita income is below the subsistence minimum per capita, effective on the date of application for social services.
The amount of partial payment for an incapacitated citizen is 60% of the social services tariff. As of today – 0.77 rubles per hour.
on terms of full payment – to incapacitated citizens, regardless of their income and place of residence of their children, with the exception of low-income single incapacitated citizens.
The amount of full payment for an incapacitated citizen is 100% of the social services tariff. As of today – 1.20 rubles per hour.
Tariffs are calculated based on the cost of a man-hour, approved by the decision of the Vitebsk Regional Executive Committee dated September 19, 2024 No. 591.
