The department is intended to provide consulting and information, social and domestic, social and medical, social and pedagogical, social intermediary, and social rehabilitation services to incapacitated citizens who have fully or partially retained their ability to self-care and move.
Main activities of the department
provision of temporary or permanent 24-hour stay (residence) with a complex of material and household support for elderly incapacitated non-working single and living alone citizens and disabled people of groups 1 or 2;
organization of rational nutrition;
organization of care for resident citizens, assistance in providing consultative medical care by specialists from relevant healthcare organizations, hospitalization of those in need to medical and preventive institutions;
conducting sanitary-hygienic and anti-epidemic measures;
creation of a favorable microclimate, organization of cultural events and leisure for resident citizens.
The department is designed for the stay (residence) of 33 citizens.
Main tasks of the department
– creating favorable conditions of stay (residence) for citizens receiving social services, close to home, and organizing care.
Procedure and Conditions for Providing Social Services:
Social services in the department are provided based on a written application from a citizen or their legal representative and a social services agreement concluded between the citizen (or their legal representative) on one side and the Beshenkovichi District Territorial Center for Social Services for the Population (TCSON) on the other side.
When applying for social services, a citizen (or their legal representative) must submit the following documents:
- identity document;
- a standard document confirming the right to benefits (disability certificate, Great Patriotic War veteran certificate, etc.) for citizens belonging to the category of beneficiaries;
- written application;
- medical certificate of the citizen's health status, containing information on the presence of medical indications and/or absence of medical contraindications for providing social services in the form of inpatient social care.
Within three working days from the date of the citizen's application, department employees request the following information from state bodies and other organizations:
- information about the residential premises occupied in the given locality, place of residence, and family composition (with details of the place of residence and family composition);
- information about the amount of pension received for the month preceding the month of application;
- information about the absence of care for the citizen applying for social services by a person receiving a care allowance for a Group 1 disabled person or a person who has reached 80 years of age.
Within three working days from the date of the citizen's application, department employees conduct an assessment of the citizen's material and living conditions, with the preparation of an assessment report.
When submitting an application for social services, citizens have the right to independently provide the documents requested by department employees.
The decision to conclude a social services agreement is made by the head of the Beshenkovichi District TCSON within five working days after receiving the last document (information) necessary for providing social services.
Financial Conditions:
For single incapacitated citizens residing in the department, a partial payment of 85% of the citizen's average per capita income is established, in accordance with the procedure determined by the legislation of the Republic of Belarus, but not more than 80 percent of the full cost of providing social services in the form of inpatient social care.
For certain incapacitated citizens, as an exception, social services within the established norms and standards may be provided by decision of local executive and administrative bodies.
