The goal of the department's work is to help individuals find meaning in life, feel needed by society and the people around them, and realize themselves as individuals through communication, creativity, work, and family.
MAIN AREAS OF WORK:
· identification of individual needs of persons with disabilities and development of individual integration plans and programs;· formation of communication skills in persons with disabilities to help them interact with others;
· assistance to persons with disabilities in restoring (compensating for) self-care skills impaired or lost due to illness and in preparing for independent living;
· formation of practical skills and abilities in persons with disabilities to ensure autonomy in everyday life;
· training persons with disabilities in the practical use of household appliances necessary in a person's life;
· development and maintenance of self-control, communication skills, and the use of technical means of social rehabilitation in persons with disabilities;
· development of abilities, interests, and work skills in persons with disabilities;
· involvement of persons with disabilities, taking into account their capabilities, in various forms of public life, creative activities, and physical culture and health-improving events;
· expansion of social contacts of persons with disabilities;
· conducting events aimed at ensuring the continuity of the transition of graduates of the Center for Correctional and Developmental Education and Rehabilitation to the Center;· work with relatives of persons with disabilities to organize the continuity of rehabilitation measures in the family;
· assistance to people with disabilities in adapting to living conditions and work activities, in preparing for independent living, and further support.
PROCEDURE AND CONDITIONS FOR ENROLLMENT OF CITIZENS IN THE DEPARTMENT
Enrollment of citizens in the department is carried out on the basis of:
- personal application of a person with a disability or their legal representative;
- identity document of a citizen (passport or other documents issued in the prescribed manner, certifying the identity of a citizen);
- disability certificate (conclusion of the medical and rehabilitation expert commission);
- act of examination of material and living conditions;
- a healthcare organization's conclusion on the presence of medical indications and contraindications, contained in the Citizen's Medical Examination Card (conclusion of the medical advisory board with the participation of a psychiatrist);
- a contract concluded with disabled persons (their legal representatives), defining the type of social services and the scope of services provided, the terms within which they must be provided, as well as the responsibility of the parties.
For graduates of correctional and developmental training and rehabilitation centers of the Ministry of Education system, a package of accompanying documents compiled by the CDTRC for each graduate is additionally attached, and includes:
- a certificate of special education;
- a psycho-pedagogical characteristic;
- a profile of mastering social and domestic skills;
- a profile of mastering elementary work skills.
Contraindications for social services in the day care department for disabled persons are:
- the presence of diseases in disabled persons, in accordance with the Resolution of the Ministry of Labor and Social Protection of the Republic of Belarus and the Ministry of Health of the Republic of Belarus dated January 10, 2013 No. 3/4 "On establishing a list of medical indications and medical contraindications for the provision of social services in social service institutions and recognizing as invalid the resolutions of the Ministry of Labor and Social Protection of the Republic of Belarus and the Ministry of Health of the Republic of Belarus dated November 10, 2003 No. 140/48 and January 17, 2007 No. 4/8"Procedure and conditions for the provision of consulting and information, social intermediary, socio-psychological, socio-rehabilitation services and social patronage services
1. Consulting and information, social intermediary, socio-psychological, socio-rehabilitation services and social patronage services are provided by the department free of charge by full-time employees of the department.2. For organizing leisure and communication, developing the creative potential of disabled persons, clubs and workshops are organized in the day care department for disabled persons.3. Disabled persons, on a voluntary basis, taking into account their health status and work recommendations of medical rehabilitation expert commissions (hereinafter - MREC) or medical advisory boards (hereinafter - MAB) and under the supervision of employees of the day care department for disabled persons, may participate in work on the improvement of the Center, its territory and other work.
4. For conducting vocational rehabilitation and occupational therapy for disabled persons, the department has workshops equipped with the necessary devices, tools and consumables.
5. The social patronage service is organized in a non-stationary form.
Disabled persons of group III from among non-working citizens, whose disability was established for the first time, receive consulting and information, socio-psychological, socio-rehabilitation services for up to three consecutive months during the year from the date of disability establishment.
Personal Assistant Service
As of January 6, 2023, the personal assistant service has been included in the types of social services defined by the Law of the Republic of Belarus dated May 22, 2000 No. 395-Z "On Social Services".
Legislation Regulating Services
KEY PRINCIPLES OF SERVICE PROVISION:
- Priority of respect for human dignity and individual rights.
- Provision of assistance commensurate with the need for it.
- Support does not restrict fundamental human rights such as freedom of movement and inviolability of the home.
- The location of service provision depends on the client's life situation.
- The content of supported living services may vary depending on the individual's level of independence and need for assistance in their daily, leisure, and social-communicative activities.
- Relations between employees and clients are based on a contractual agreement.
