Assistance to Persons Released from Places of Detention

Upon release from places of detention, a person usually promises themselves to start a new life and never return there. Unfortunately, this is not always the case.

The reasons for this can be personal characteristics of the individual, as well as social and material difficulties that a citizen may face.

There arises a need for adaptation to living conditions. It is necessary to quickly restore social connections, find employment, learn to rationally use earned money, and provide oneself with food and essential items.

The released person has to overcome numerous obstacles, both internal, subjective, and external, beyond their control. The process of adaptation, adjusting to the conditions of normal existence in a social environment after a long period of detention, is a complex process requiring active willpower, high moral and ethical qualities, and a well-developed legal consciousness. A person must restore or acquire a number of skills in a short period.

The process of social adaptation can be considered successful when the person released from places of detention has restored socially useful connections in the main spheres of life (normal family relations are ensured, housing is available, a permanent job, useful leisure activities, etc.), and connections with the criminal environment are severed.

A person released from places of detention has the right to apply to the employment sector of the Department of Labor, Employment, and Social Protection at their place of registration for assistance in finding employment.

The following documents are required for registration as unemployed:

· Passport;

· Employment record book;

· Diploma or other document of education, qualification;

· Certificate of release from a correctional institution.

The Department will offer available vacancies and issue a referral for employment, or the citizen may be directed to an enterprise under a quota. The employment referral provides the opportunity for a free medical examination.

A person released from a correctional institution has the opportunity to participate in paid public works.

If the citizen does not have a specialty, they can be sent for free training, retraining, and advanced training. During the training, they will receive a scholarship.

To receive support, persons released from places of detention or who have ceased their stay in medical and labor dispensaries are recommended to seek assistance from the state institution "Territorial Center for Social Services of the Population of Beshenkovichi District," where they can receive:

advisory and informational services;
socio-psychological services;
social mediation services (assistance in restoring documents, lost family contacts);
humanitarian material assistance (if available);
assistance in collecting necessary documents for receiving state targeted social assistance in the form of a lump-sum social benefit (provided the applicant is employed).
