Temporary shelter service in a "crisis" room

A "crisis" room is a specially equipped separate room that provides the necessary conditions for safe living.

The following categories of citizens may be placed in a "crisis room":

— persons whose health and life are in danger;

— those involved in conflict with other family members, subjected to domestic violence (minor children may only stay with one parent);

— persons subjected to psychophysical violence;

— victims of human trafficking;

— victims of terrorist acts, man-made disasters, and natural calamities.

— orphans and children left without parental care, who have arrived in the district upon assignment to their first workplace for a short period to resolve the issue of providing a place of residence.

Citizens are placed in a "crisis room" upon referral from the district internal affairs department, healthcare institution, labor, employment, and social protection department, education department, as well as those who apply on their own initiative.

The stay of citizens in the "crisis" room, their living and other conditions are based on the principles of self-service. During their stay in the "crisis" room, citizens' meals are provided from their own funds, if possible, from income-generating activities, gratuitous (sponsorship) assistance, and other sources not prohibited by law. When a family with children moves in, childcare is provided by the parent.

The "crisis" room operates 24/7.

The temporary shelter service is provided free of charge.

A contract for the provision of temporary shelter services is concluded with citizens placed in the "crisis" room, which defines the conditions and period of stay in the "crisis" room.

To conclude a contract, citizens provide the following documents:

— a written application,

— an identity document.

In the absence of an identity document (loss, inability to get home, and other reasons), accommodation is allowed based on a written application with subsequent submission of an identity document within 3 working days from the date of application.

In case of loss of an identity document, the citizen applies to the internal affairs authorities for its restoration.

The temporary shelter service is provided in the "crisis" room to citizens over 18 years of age.

When a family with children applies to the "crisis" room, children are accommodated with a parent.

Upon check-in, citizens sign a statement of non-disclosure of the location of the "crisis" room and consent to the internal regulations.

RIGHTS AND OBLIGATIONS OF CITIZENS PLACED IN THE "CRISIS ROOM"

Citizens placed in the "crisis room" have the right to:

— address all issues concerning their stay in the "crisis room" to the center's management;

— contact the center's staff for psychological and legal assistance.

Citizens placed in the "crisis room" are obliged to:

— comply with the conditions of stay in the "crisis room";

— observe the internal regulations for citizens staying in the "crisis room";

— immediately vacate the "crisis room" in case of violation of internal regulations.
