Information on Public Legal Information Centers (PLICs) established on the basis of state libraries

To ensure the realization of citizens' right to receive complete, reliable, and timely legal information, a state legal information system has been established in the Republic of Belarus.

One of its elements is public legal information centers, established by the Ministry of Culture of the Republic of Belarus jointly with the National Center of Legislation and Legal Information of the Republic of Belarus on the basis of state public libraries.

A Public Legal Information Center is a point of free access for citizens to reference legal information, created to ensure the formation of legal knowledge, skills of lawful behavior, respectful attitude towards law, and to facilitate activities for legal education of citizens.

The objectives of the Public Legal Information Center are:

  • to organize free access for citizens to reference legal information;
  • to form a fund of periodical and non-periodical printed and electronic publications, state information and legal resources containing reference legal information, materials of scientific and practical nature that contribute to a full and adequate perception by citizens of their rights and obligations;
  • to use effective forms and methods of library, information, and reference-bibliographic services to form legal knowledge, skills of lawful behavior, and a respectful attitude towards law among citizens.
