Responsibility for illicit trafficking in narcotic drugs

3. Actions provided for in part 2 of this article, committed by a group of persons, or by an official using their official powers, or by a person who previously committed crimes provided for in this article, articles 327, 329 or 331 of this Code, or in relation to narcotic drugs, psychotropic substances, their analogues in a large amount, or in relation to especially dangerous narcotic drugs, psychotropic substances, or the sale of narcotic drugs, psychotropic substances, their precursors or analogues on the territory of an educational institution, healthcare organization, military unit, correctional institution, detention facility, places of detention, medical-labor dispensary, in a place of mass event or to a knowingly minor — shall be punished by imprisonment for a term of six to fifteen years with or without a fine.

4. Actions provided for in parts 2 or 3 of this article, committed by an organized group or involving the manufacture or processing of narcotic drugs, psychotropic substances or their precursors or analogues using laboratory glassware or laboratory equipment intended for chemical synthesis — shall be punished by imprisonment for a term of ten to twenty years with or without a fine.

5. Actions provided for in parts 2–4 of this article, which negligently caused the death of a person as a result of their consumption of narcotic drugs, psychotropic substances or their analogues — shall be punished by imprisonment for a term of twelve to twenty-five years with or without a fine.

Note. A person who voluntarily surrendered narcotic drugs, psychotropic substances, their precursors or analogues and actively assisted in identifying or suppressing a crime related to the illicit trafficking of these means, substances, exposing the persons who committed them, discovering property obtained by criminal means, is exempted from criminal liability for this crime.

When taking any drugs, psychological dependence develops quite quickly, followed by severe physical dependence. Therefore, a person is characterized by certain behavioral reactions:

  • unreasonable excitement, lethargy;
  • growing indifference to everything, deterioration of memory and attention;
  • insomnia or drowsiness;
  • painful reaction to criticism, frequent and sharp mood swings;
  • avoiding communication with people with whom they were previously close;
  • constant requests for money;
  • disappearance of valuables in the house;
  • frequent phone calls, use of jargon, secret conversations;
  • frequent lying, evasiveness, deceitfulness;
  • evasion of direct questions, tendency to invent tall tales;
  • untidy appearance.


Symptoms and Consequences of Drug Addiction

Symptoms of drug addiction may include: loss of appetite and body weight, unpredictable mood swings with outbursts of irritability and aggression, lack of interest in studies or anything else, breaking ties with old friends, inappropriate or uncharacteristic behavior, untidy appearance, dissoluteness, indifference to others' opinions, inability and unwillingness to overcome life's difficulties, and injection marks. It's no wonder drug addicts always wear long-sleeved shirts.

Overdoses and withdrawal are the two main problems for a drug addict. During withdrawal, an addict feels so bad that, in an attempt to get drugs, they are capable of harming both themselves and others. What can await a person who uses drugs?

These include mental disorders, sometimes lasting for years, clouded judgment and hallucinations, various diseases and constant malaise, plus a huge unwillingness to live in this gray world without drugs.

The average life expectancy of a drug addict is 10 years. Gastrointestinal diseases with frequent vomiting, cardiovascular diseases, and metabolic disorders often occur. After injections, ulcers, abscesses, and boils appear. And finally, AIDS, viral hepatitis, and other diseases can be transmitted through needles.

Prevention

Do not make the topic of drugs forbidden in your family; frankly tell your children about your attitude towards drugs and drug addicts. Explain in detail the harm that drugs cause to the body. Find truthful information about drugs on the Internet and discuss it with your teenager.

Always make time to talk to your children about their problems and the problems of their friends. Be interested in who your child communicates with and where they spend their time. Do not scare your children with terrible and implausible stories about drug addicts. Be very attentive to your child if they state that they have become addicted to drugs or ask for your help. Do not push them away; you need to convince the teenager of the need to seek help from specialists.

Often, parents try to cope with the problem themselves. They begin to actively "educate," coerce, forbid visiting peer groups, etc. In most cases, this approach to solving the problem only complicates attempts to help the person.

Getting rid of addiction is a very difficult task, and much depends on the person's own desire. The main goal is to bring them to terms with the fact that a person who takes drugs has NO future. Next, an effective center should be found. In this endeavor, one thing is important: one must focus on the percentage of people who have been helped and who do not return to drugs.
