The special program "Poppy" runs from 01.06.2024 to 15.09.2024.

During the summer period, a preventive operation targeting individuals involved in the illegal sowing or cultivation of narcotic-containing plants is conducted in the Beshenkovichi district. The purpose of this preventive operation is to enhance the efforts of law enforcement officers aimed at identifying and destroying wild and cultivated plants such as poppies, hemp, and others; identifying and bringing to administrative and criminal liability individuals engaged in the cultivation of such plants for the subsequent production of narcotic drugs; as well as eliminating the causes and conditions that contribute to the spread of this category of narcotic drugs.
In the event that poppies or hemp are grown on a household plot, citizens may be brought to administrative responsibility.
Article 17.1 of the Code of the Republic of Belarus on Administrative Offenses:
"Illegal sowing and (or) cultivation of plants or fungi containing narcotic drugs or psychotropic substances, without the purpose of their sale or production, or other acquisition of narcotic drugs or psychotropic substances -
shall entail a fine of up to ten base units."
Article 328. Illegal trafficking of narcotic drugs, psychotropic substances, their precursors and analogues
1. Illegal production, processing, acquisition, storage, transportation, or mailing of narcotic drugs, psychotropic substances, or their precursors without the purpose of sale;
– analogues:
shall be punished by restriction of liberty for up to five years or by imprisonment for a term of two to five years.
2. Illegal manufacture, processing, acquisition, storage, transportation or transfer for the purpose of sale, or illegal sale of narcotic drugs, psychotropic substances or their precursors or analogues –
shall be punished by imprisonment for a term of three to eight years with or without a fine.
3. The actions provided for in Part 2 of this Article, committed by a group of persons, or by an official using their official powers, or by a person who has previously committed crimes provided for by this Article,Articles 327, 329 or 331 of this Code, or in relation to narcotic drugs, psychotropic substances, their analogues in a large quantity, or in relation to particularly dangerous narcotic drugs, psychotropic substances, or the sale of narcotic drugs, psychotropic substances, their precursors or analogues on the territory of an educational institution, healthcare organization, military unit, correctional institution, arrest house, places of detention, medical and labor prophylaxis, at the venue of a mass event, or to a person known to be a minor –
shall be punishedimprisonment for a term of six to fifteen years with or without a fine.
4. Actions provided for in parts 2 or 3 of this Article, committed by an organized group or associated with the manufacture or processing of narcotic drugs, psychotropic substances or their precursors or analogues using laboratory glassware or laboratory equipment intended for chemical synthesis, shall be punished by imprisonment for a term of ten to twenty years with or without a fine.
5. Actions provided for in parts 2–4 of this Article, which negligently resulted in the death of a person due to the consumption of narcotic drugs, psychotropic substances or their analogues, shall be punished by imprisonment for a term of twelve to twenty-five years with or without a fine.
Note. A person who voluntarily surrenders narcotic drugs, psychotropic substances, their precursors or analogues and actively contributes to the detection or suppression of a crime related to the illegal trafficking of these substances, the exposure of persons who committed them, the discovery of property obtained by criminal means, shall be exempted from criminal liability for this crime.
