the incineration of non-fuel substances or mixtures of substances, materials, and waste is prohibited, except in cases where incineration is carried out using special devices and in compliance with the requirements of environmental protection legislation, including waste management;

the incineration of municipal waste by the public, with the exception of parts of felled trees, stumps, root wood, and plant waste on land plots owned by citizens by right of ownership or other legal grounds, in compliance with fire safety requirements.

Violation of these requirements entails administrative liability under Part 3 of Article 16.44 of the Code of Administrative Offenses of the Republic of Belarus in the form of a fine of up to thirty basic units, for an individual entrepreneur – up to one hundred basic units, and for a legal entity – up to one thousand basic units, as well as compensation for environmental damage.
