Requirements for Municipal Waste Management

As of January 23, 2025, Resolution No. 31 of the Council of Ministers of the Republic of Belarus dated January 21, 2025, "On Issues of Municipal Waste Management," came into force. This resolution stipulates that municipal waste management shall be carried out in accordance with the technical requirements of the technical code of established practice TKP 17.11-08-2024 (33040/33140) "Environmental Protection and Nature Management. Technical Requirements for Municipal Waste Management" (TKP 17.11-08-2024), which is intended for application by legal entities, individual entrepreneurs, and individuals who are producers of municipal waste and engaged in municipal waste management.
In accordance with the requirements of TKP 17.11-08-2024, the following municipal consumption waste is subject to separate collection:
– paper and cardboard waste;
– glass waste;
– plastic waste;
– metal waste;
– wood waste;
– worn-out tires;
– plant waste;
– bulky waste;
– construction waste;
– waste electrical and electronic equipment;
– waste oils;
– mercury-containing waste;
– food waste;
– battery waste;
– medicinal product waste.
Disposal of the above-mentioned waste into containers intended for mixed municipal waste is not permitted. It is also not permitted to dispose of construction and plant waste into containers for secondary material resources. Violation of these requirements entails administrative liability in accordance with Part 3 of Article 16.44 of the Code of Administrative Offenses of the Republic of Belarus, amounting to up to thirty basic units for individuals, up to one hundred basic units for individual entrepreneurs, and up to one thousand basic units for legal entities.
The technical code also establishes a number of other requirements for municipal waste management.
