Monitoring of physical culture and sports facilities
From September 1 to 3, 2020, the inspection and prevention department of the Beshenkovichi District Department for Emergency Situations conducted an unscheduled monitoring of compliance with fire safety legislation, including mandatory requirements of technical normative legal acts of the fire safety regulation and standardization system at the State Institution for Physical Culture and Sports "Beshenkovichi Physical Culture and Sports Club "Dvina"", located in the urban-type settlement of Beshenkovichi at 29 Chernyakhovsky Street (head of the business entity Galyanya Nikolai Stepanovich).
During the work performed, documentation was studied, employees of the institution were interviewed, and the administrative building and the adjacent territory were inspected.
It was established that: the established fire safety regime is being observed at the institution's facility; fire safety briefings are conducted in a timely manner based on developed instructions; employee interviews showed that employees have sufficient knowledge of the rules for using primary fire extinguishing means, actions in case of fire, and calling fire and rescue services; officials are provided with regulatory, methodological, and reference literature on fire safety issues, and there is a stand with fire safety information in the administrative building, etc.
At the same time, the following violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities" approved by Decree of the President of the Republic of Belarus of 23.11.2017 No. 7 "On the Development of Entrepreneurship" (hereinafter referred to as the general requirements) were identified:
fire evacuation plans from the administrative building require adjustment in accordance with the requirements established by the Ministry of Emergency Situations of the Republic of Belarus;
the facility-wide fire safety instructions need to be revised taking into account the general fire safety requirements, based on the specifics of the entity and the requirements for its content established by the Ministry of Emergency Situations of the Republic of Belarus;
the procedure for training employees on fire safety issues and verifying their knowledge in this area, including the procedure for conducting fire safety briefings in accordance with the requirements established by the Ministry of Emergency Situations of the Republic of Belarus, has not been determined;
training of employees of the institution responsible for
ensuring fire safety of the entity, according to fire-technical minimum programs;the necessary type and quantity of primary fire extinguishing means for the buildings and premises of the institution have not been determined in accordance with the requirements established by the Ministry of Emergency Situations of the Republic of Belarus, due to which it is impossible to assert their sufficiency;
thefire (clause 5 SNB 2.02.02-01; NPB 15-2007);
threshold height in the doorway on the evacuation route from the first-floor corridor through the stairwell directly to the outside exceeds 0.06 m (TKP 45-2.02-315-218);
evacuation exit doors from corridors on the 1st and 2nd floors to the stairwell open not in the direction of exit from the building (TKP 45-2.02-315-218);
materials without established fire hazard indicators were used for finishing the walls and floor covering of corridors on the 1st and 2nd floors of the administrative building (TKP 45-2.02-315-218).
Based on the monitoring results, recommendations have been presented to the head of the institution, specifying concrete fire safety violations and the deadlines for their elimination. In case of non-compliance with the recommendations, administrative measures may be taken against the head.
