In Beshenkovichi, a monitoring of CHUP "Technopirs-torg" and ODO "KAOM-2" was carried out
The Inspection of Supervision and Prevention of the Beshenkovichi District Department for Emergency Situations, with the aim of ensuring fire safety, conducted a monitoring of CHUP "Technopirs - torg" and ODO "KAOM - 2".
During the work carried out, the following issues were studied:
compliance by the head, officials, and employees with their duties in the field of fire safety;
availability of fire safety instructions, compliance with established requirements for their development and content;
compliance with general fire safety requirements at the facility;
compliance with building maintenance requirements;
compliance with technological process organization requirements;
compliance with requirements for ensuring safe evacuation in case of fire;
compliance with requirements for the maintenance and determination of the quantity of primary fire extinguishing means and fire water supply systems;
compliance with requirements for the procedure of conducting fire safety training and testing of employees' knowledge in this area.
Based on the monitoring results, violations were identified regarding the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises, and Other Objects Belonging to Business Entities," approved by Decree of the President of the Republic of Belarus of November 23, 2017, No. 7 "On the Development of Entrepreneurship" (hereinafter referred to as the General Requirements), GOST 12.4.026-2015 "Signal Colors, Safety Signs, and Signal Markings" (hereinafter referred to as GOST 12.4.026-2015), the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of May 22, 2018, No. 36 "On the Approval of the Instruction on the Procedure for Training Employees on Fire Safety Issues and Testing Their Knowledge in This Area" (hereinafter referred to as Resolution of MES RB of 22.05.2018 No. 36), the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of April 28, 2018, No. 28 "On Establishing Requirements for the Content of an Object-Wide Fire Safety Instruction" (hereinafter referred to as Resolution of MES of the Republic of Belarus of8.04.2018 No. 28):
training of employees on fire safety minimum programs, as determined by the Ministry of Emergency Situations, is not organized, fire safety briefings, training of employees on fire safety measures are not conducted (supporting documents are not provided) (subparagraphs 3.2, 58 of the OTPB, Chapter 2, Chapter 3, paragraph 15 of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of 22.05.2018 No. 36);
the developed general fire safety instruction does not meet the requirements (developed in 2014) (subparagraphs 3.2, 7 of the OTPB, Resolution of the Ministry of Emergency Situations of the Republic of Belarus of 28.04.2018 No. 28);
locks on the doors located on the evacuation routes of the store (external evacuation door, airlock door) do not ensure that they can be opened freely from the inside without a key (paragraph 48 of the OTPB);
the store premises are not fully equipped with primary fire extinguishing means (the entire store building has only 2 fire extinguishers) (paragraph 53 of the OTPB, Appendix No. 1 to the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of 18.05.2018 No. 35).
evacuation exits from the store building are not marked with fire safety signs provided for by technical regulatory legal acts (paragraph 44 of the OTPB, Appendix L, Table L1 of GOST 12.4.026-2015);
Recommendations for eliminating the violations identified during the monitoring were handed over to the Head.
The Beshenkovichi District Department of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire safety regulations in their respective organizations.
Also, during the monitoring, attention was paid to compliance with the requirements of the legislation in the field of technical maintenance of fire automation systems and smoke protection systems. ODO "KAOM - 2" performs maintenance of the fire alarm system at the facility: CTU

As a result of the monitoring, it was established that “KAOM – 2” LLC carries out timely maintenance of the installed fire alarm system. The facility has the necessary documentation with appropriate marks on the work performed. At the time of monitoring, the fire alarm system was in working order.
In the presence of representatives of “Tekhnopirs – torg” Private Unitary Enterprise and “KAOM – 2” Closed Joint Stock Company, a program was developed to verify compliance with the requirements of technical normative legal acts during the maintenance and repair of fire alarm and fire detection systems, and the quality of work performed.
