Monitoring of RUM LLC was carried out in the Beshenkovichi district

The Inspection of Supervision and Prevention of the Beshenkovichi District Department for Emergency Situations conducted a monitoring of ChTUP "Reum" to ensure fire safety.

During the work carried out, the following issues were studied:

compliance by

compliance with the requirements for the organization of the technological process;

compliance with the requirements for ensuring safe evacuation in case of fire;

compliance with the requirements for the maintenance and determination of the quantity of primary fire extinguishing means and fire water supply systems;

compliance with the requirements for the procedure of conducting fire safety training and verification of employees' knowledge of fire safety.

Based on the monitoring results, violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities" were identified, approved by Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On the Development of Entrepreneurship" (hereinafter – GFSR):

- the required type and quantity of primary fire extinguishing agents for the premises of the shops "Kumpyachok", "Pyatachok", "Butterfly", and the "Besh-City" shopping complex are not defined, in accordance with the Resolution of the Ministry of Emergency Situations dated 18.05.2018 No. 35 "On establishing the norms for equipping facilities with primary fire extinguishing agents", (para. 53 OTPB)

- a fire evacuation plan for people has not been developed for the "Besh-City" shopping complex building, (para. 45 OTPB)

- the "Butterfly" shop building is not equipped with a fire safety information stand, (para. 3.2 OTPB)

- the automatic fire alarm system in the "Kumpyachok" shop building is inoperable (the alarm is turned off), and a maintenance contract for the alarm system has not been concluded, (para. 3.1, para. 3 OTPB)

- the possibility of

free opening of locks from the inside without a key on doors located on evacuation routes in the "Mango" cafe, "Kumpyachok" and "Pyatachok" shops, "Besh-City" shopping complex, (para. 48 of the General Technical Regulations for Fire Safety)

- internal fire water supply in the "Besh-City" shopping complex is inoperable (fire hydrants in the first-floor lobby and in the "Three Prices" shop on the second floor). Checks of the internal fire water supply condition have not been carried out, (para. 3.1, 57 of the General Technical Regulations for Fire Safety, para. 2, 4 of the "Instructions on the Procedure for Checking the Condition of External and Internal Fire Water Supply, approved by Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 15.05.2018 No. 34)

Recommendations for eliminating the violations identified during the monitoring were handed over to the manager.

The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Article 17 of the Law of the Republic of Belarus "On Fire Safety," the heads of organizations must ensure fire safety and fire safety regulations in their respective organizations.
