A monitoring of the children's health camp "Lider" was carried out in the Beshenkovichi district

The Supervision and Prevention Sector of the Beshenkovichi District Department for Emergency Situations conducted a monitoring of the "Lider" children's health camp (Beshenkovichi District, ag. Ostrovno, Nikolaevich St., 16a) to ensure fire safety.

Following the monitoring (without reviewing the design documentation (not provided)), violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:
automatic fire alarm systems installed in the administrative building, as well as the camp's residential building, are not equipped with a notification transmission device to the fire automation dispatch center (clause 3.1 of OTPB, table X.1, appendix X of SN 2.02.03-2019).

The camp buildings are equipped with three automatic fire alarm and fire notification systems (canteen, administrative building, and residential building). Only the fire alarm system installed in the canteen building is equipped with a notification transmission device to the fire automation dispatch center. The aforementioned systems are serviced by the specialized organization LLC "Stroyelektrosfera" in accordance with the technical maintenance agreement No. 2-TO-23 dated February 07, 2023.

Representatives of the servicing organization have conducted a check of the operability and proper functioning of these systems. The systems are in operable and proper working condition. Programs have been developed to ensure compliance with the requirements of technical regulations during the maintenance and repair of fire automation and fire notification systems, as well as the quality of work performed.

The causes and conditions contributing to the commission of the specified violations were the insufficient knowledge of the enterprise head regarding the requirements of regulatory legal acts in the field of fire safety, and a formal attitude towards the performance of their direct official duties.

During the monitoring, a briefing on fire safety measures was conducted with the institution's employees (3 people were briefed).

The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and the fire safety regime in their respective organizations.
