In the Beshenkovichi district, a monitoring of the children's health camp "Lider" was carried out
The Sector of Supervision and Prevention of the Beshenkovichi District Department for Emergency Situations conducted a monitoring to ensure fire safety at the institution "Children's Health Camp 'Lider'" of the Education Department of the Beshenkovichi District Executive Committee (address: Beshenkovichi district, ag. Ostrovno, Nikolaevicha str., 16a).
Based on the results of the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:
- locks on doors located on the evacuation routes of the residential building (doors of the vestibules of the main and emergency exits, doors separating the stairwell from the corridors of the 1st and 2nd floors) do not ensure their free opening from the inside without a key (Clause 48 of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities", approved by Decree of the President of the Republic of Belarus No. 7 dated 23.11.2017 "On the Development of Entrepreneurship" (hereinafter - General Requirements);
- the height of the threshold in the doors of the evacuation exit of the residential building (from the corridor of the 1st floor to the stairwell) is more than 0.06 m. (Clause 9 of the General Requirements, Clause 7.3.12 of SN 2.02.05-2020 "Building Codes of the Republic of Belarus. Fire Safety of Buildings and" (hereinafter referred to as SN 2.02.05-2020));
- due to a floor level difference in the lobby of the 1st floor of the residential building's stairwell, 1 step has been installed (with a minimum requirement of 3 steps or a ramp with a slope not exceeding 1:6) (Clause 9 of General Requirements, Clause 7.3.12 of SN 2.02.05.2024);
- doors separating the stairwell from the corridors of the 1st and 2nd floors of the residential building are not equipped with self-closing devices and seals in the rebates ensuring smoke tightness (Clause 49 of General Requirements);
- the operability of the automatic fire alarm system with the SPI "Molniya" installedhead of the subject of compliance with regulatory legal acts in the field of fire safety, and a formal attitude towards the performance of their direct official duties.
The camp buildings are equipped with automatic fire alarm systems, fire notification systems, and the "Molniya" automated fire alarm system. The aforementioned system is serviced by the specialized organization LLC "StroyElektrosfera" in accordance with the technical maintenance agreement No. 77TO-24 dated 31.01.2024.
Representatives of the servicing organization conducted a check of the operability and serviceability of these systems. The systems are in operable and serviceable condition. Programs for checking compliance with technical regulatory legal acts during maintenance and repair of fire alarm and fire detection systems, and the quality of work performed, have been developed. The head was presented with recommendations for eliminating violations identified during the monitoring.
The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety," heads of organizations must ensure fire safety and fire prevention measures in their respective organizations.
