In the Beshenkovichi district, a monitoring of the branch of the Beshenkovichi Road Repair and Construction Department No. 110 of the State Enterprise "Vitebskoblodorstroy" was carried out.
The Sector of Supervision and Prevention of the Beshenkovichi District Department for Emergency Situations conducted a monitoring to ensure fire safety at the branch of the Beshenkovichi Road Repair and Construction Department No. 110 of the State Enterprise "Vitebskobldorstroy" (address: urban-type settlement Beshenkovichi, Dorovskogo St., 1).
Based on the results of the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:
a lock on the door located on the evacuation routes of the administrative building (the door separating the 2nd-floor corridor from the stairwell) does not ensure that it can be opened freely from the inside without a key (Clause 48 of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities", approved by Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On the Development of Entrepreneurship" (hereinafter - General Requirements);
the garage premises in the urban-type settlement Beshenkovichi, designated for carrying out permanent open flame work, is not fully equipped with primary fire extinguishing means (required: 2 fire extinguishers (preference should be given to a more universal fire extinguisher in terms of application) and a fire blanket; available: 1fire extinguisher OP-4 and fire blanket) (para. 357 of the "Specific requirements for ensuring fire safety of explosive and fire-hazardous industries", approved by the Resolution of the Council of Ministers of the Republic of Belarus of 20.11.2019 No. 779);
primary fire extinguishing means (fire extinguisher) is in a faulty condition (recharging of 1 powder fire extinguisher OP-4 located in the garage premises is required: the manometer needle on the fire extinguisher indicates low pressure) (para. 54 of the General Requirements).
The causes and conditions contributing to the commission of the indicated violations were the insufficient knowledge of the enterprise head of the requirements of regulatory legal acts in the field of fire safety, and a formal attitude towards the performance of his direct official duties.
The head was handed recommendations on eliminating the violations identified during the monitoring.
The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Art. 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and fire prevention measures in their respective organizations.
