In the Beshenkovichi district, a monitoring was conducted of the Branch Beshenkovichi Road Repair and Construction Department No. 110 of the State Enterprise "Vitebskoblstroy".
The supervision and prevention sector of the Beshenkovichi District Department for Emergency Situations conducted a monitoring of Beshenkovichi DRSU-110 of KUP "Vitebskoblodorstroy" (Beshenkovichi urban settlement, Dorovskogo St., 1) to ensure fire safety.
Based on the results of the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:
training of employees in fire-technical minimum programs, as determined by the Ministry of Emergency Situations, and conducting fire safety briefings, as well as training employees in fire safety measures, was not organized in accordance with the requirements of TNPA (the official who conducted the training in fire-technical minimum programs and fire safety briefings does not have an education in fire safety or emergency prevention and response, or a qualification in the field of "Fire Safety" (Clause 4.1 of the General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities (hereinafter referred to as OTPA), Instruction "On the Procedure for Training Employees on Issues of
approved by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82);the lock on the door located on the evacuation route of the administrative building (external evacuation door) does not provide for its free opening from the inside without a key (Clause 48 of the OTPB);
the entrances to the stairwell from the second and first floors have doors without self-closing devices and seals in the rebates (Clause 7.2.9 of SN 2.02.05-2020);
primary fire extinguishing means (fire extinguishers) are kept in disrepair (the powder fire extinguisher OP-4 located in the repair workshop room requires recharging (the manometer needle indicates low pressure) (Clause 54 of the OTPB);
the premises in the building of the repair workshop designated for permanent open flame work is not fully equipped with primary fire extinguishing means (there is 1 OP-4 fire extinguisher) (Clause 357 of the Specific Requirements for Ensuring Fire Safety of Explosive and Fire-Hazardous Production Facilities, approved by the Resolution
Resolution of the Council of Ministers of the Republic of Belarus No. 779 of 20.11.2019, the Instruction on the norms for equipping facilities with primary fire extinguishing means, approved by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 82 of 21.12.2021);
chimneys of heating stoves located in the administrative building in Beshenkovichi, as well as in the administrative building in Vorokhobki are not plastered and whitewashed within the attic (Clause 6 of the Instruction "On requirements for the placement and operation of heat-resistant stoves" approved by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 82 of 21.12.2021);
the administrative building in Beshenkovichi is not equipped with a fire alarm system (Clause 9 of the General Technical Regulations for Fire Safety, Appendix F of the State Standard 2.02.03-2019 Fire Automation of Buildings and Structures);
The reasons and conditions contributing to the commission of the specified violations were the insufficient knowledge by the head of the enterprise of the requirements of regulatory legal acts in the field of fire safety, and a formal attitude towards the fulfillment of his direct official duties.
The head was issued recommendations for the elimination of violations identified during the monitoring.
The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and the fire safety regime in their respective organizations.
