In the Beshenkovichi district, a monitoring of the branch Beshenkovichi DRBU №110 of KUP "Vitebskoblstroy" was carried out

The Inspection of Supervision and Prevention of the Beshenkovichi District Department for Emergency Situations, with the aim of ensuring fire safety, conducted a monitoring of the Beshenkovichi DRSU №110 branch of KUP "Vitebskoblstroy".

During the work carried out, the following issues were studied:

compliance by the head, officials, and employees with fire safety obligations;

availability of fire safety instructions, compliance with established requirements for their development and content;

compliance with general fire safety requirements at the facility;

compliance with building maintenance requirements;

compliance with technological process organization requirements;

compliance with requirements for ensuring safe evacuation in case of fire;

compliance with requirements for the maintenance and determination of the quantity of primary fire extinguishing means and fire water supply systems;

compliance with requirements for fire safety training and verification of employees' fire safety knowledge.

Based on the monitoring results, violations of the following technical normative legal acts were identified: "General fire safety requirements for the maintenance and operation of capital structures (buildings, structures), isolated premises, and other facilities owned by business entities," approved by Decree of the President of the Republic of Belarus of November 23, 2017, No. 7 "On the Development of Entrepreneurship" (hereinafter referred to as GTPS), Resolution of the Ministry of Emergency Situations of the Republic of Belarus of April 20, 2018, No. 21 "On establishing the form of the fire evacuation plan" (hereinafter referred to as Resolution of the Ministry of Emergency Situations of the Republic of Belarus of April 20, 2018, No. 21), Resolution of the Ministry of Emergency Situations of the Republic of Belarus of April 28, 2018, No. 28 "On establishing requirements for the content of the general fire safety instructions" (hereinafter referred to as Resolution of the Ministry of Emergency Situations of the Republic of Belarus of

April 28, 2018, No. 28), Resolution of the Ministry of Emergency Situations of the Republic of Belarus of May 2, 2018, No. 30 "On approval of fire-technical programs"minimum requirements" (hereinafter referred to as the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of 28.04.2018 No. 28), GOST 12.4.026-2015 "Signal colors, safety signs and signal marking" (hereinafter referred to as GOST 12.4.026-2015), "Specific requirements for ensuring fire safety of explosive and fire-hazardous industries", approved by the Resolution of the Council of Ministers of the Republic of Belarus of 20.11.2019 No. 779 (hereinafter referred to as specific requirements), NPB 15 – 2007* "Scope of application of automatic fire alarm systems and fire extinguishing installations" (hereinafter referred to as NPB 15 – 2007*):

the developed enterprise-wide fire safety instructions do not meet the requirements (developed in 2018) (clauses 3.2, 7 OTPB, Resolution of the Ministry of Emergency Situations of the Republic of Belarus of 28.04.2018 No. 28);

the fire evacuation plan for people from the administrative building is not executed in accordance with the approved form determined by the Ministry of Emergency Situations (clause 45 OTPB, Resolution of the Ministry of Emergency Situations of the Republic of Belarus of 28.04.2018 No. 21);

training of employees under fire safety minimum programs, determined by the Ministry of Emergency Situations, and conducting fire safety briefings, as well as training employees in fire safety measures, are not organized in accordance with the requirements of TNPA (the official who conducted training under fire safety minimum programs, as well as fire safety briefings, does not have an education in the field of fire safety or prevention and liquidation of emergencies, or a qualification in the field of "Fire Safety" (clause 4.1 OTPB, clause 17 of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of 22.05.2018 No. 36);

locks on doors located on the evacuation routes of the administrative building (external evacuation door, door separating the second-floor corridor from the stairwell) do not ensure the possibility of their free opening from the inside without a key (clause 48 OTPB);

entrances to the stairwell from the second floorfloors have doors without self-closing devices and seals in the rebates (Clause 7.2.9 of SN 2.02.05-2020);

the emergency exit from the second floor is obstructed (flower pots are placed in front of the emergency door) (Clause 50 of OTPB) (rectified during monitoring);

administrative buildings in the urban settlement of Beshenkovichi and the administrative building in the village of Vorokhobki lack fire safety information stands (Clause 3.2 of OTPB);

emergency exits from the administrative buildings in the urban settlement of Beshenkovichi and the village of Vorokhobki are not fully marked with fire safety signs as required by technical regulatory legal acts (Clause 44 of OTPB, Appendix L, Table L1 of GOST 12.4.026-2015);

primary fire extinguishing means (fire extinguishers) are in disrepair (fire extinguisher in the lobby of the 1st floor of the administrative building in the urban settlement of Beshenkovichi - lacks a hose with a nozzle, fire extinguisher in the repair workshop in the urban settlement of Beshenkovichi - should have been recharged in 2019, fire extinguisher at the welding station - empty) (Clause 54 of OTPB);

combustible materials are allowed to be stored under the march of an emergency staircase, a utility storage room has been arranged, a cabinet has been installed (Clause 50 of OTPB);

operating documentation for refrigerators installed in the administrative building in the village of Vorokhobki and the urban settlement of Beshenkovichi has not been provided (Clause 9 of OTPB);

drained oil is allowed to be stored at the vehicle maintenance post (repair section) in the garages in the urban settlement of Beshenkovichi (Clause 38 of Specific Requirements) (rectified during monitoring);

the administrative building in the urban settlement of Beshenkovichi is not equipped with a fire alarm system (Clause 3.5 of Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On the Development of Entrepreneurship", Clauses 3.1, 9 of OTPB, Clause 9 of NPB 15-2007*);

doors (gates) of rooms with an explosion and fire hazard category are not fully equipped with indicators.warehouses, garages (para. 10 of the General Fire Safety Regulations, para. 19 of specific requirements).
