A monitoring of the hotel of the UP Housing and Communal Services "Beshenkovichi Communal Worker" was carried out in the Beshenkovichi district.

The inspection and prevention department of the Beshenkovichi District Emergency Situations Department conducted a monitoring of the hotel of the UP "Beshenkovichi Communal Services" to ensure fire safety.

During the work performed, the following issues were studied:

compliance by the head, officials, and employees with fire safety obligations;

availability of fire safety instructions, compliance with established requirements for their development and content;

compliance with general fire safety requirements at the facility;

compliance with the requirements for

building content;

compliance with the requirements for the organization of the technological process;

compliance with the requirements for ensuring safe evacuation in case of fire;

compliance with the requirements for the maintenance and determination of the quantity of primary fire extinguishing means and fire water supply systems;

compliance with the requirements for the procedure of conducting fire safety training and checking employees' knowledge of fire safety.

Based on the monitoring results, violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities" were identified, approved by Decree of the President of the Republic of Belarus of November 23, 2017 No. 7 "On the Development of Entrepreneurship" (hereinafter - GFSR):

locks

on the doors located on the evacuation routes (exterior evacuation door (central entrance to the building), emergency exits from the corridors of the 2nd and 3rd floors to the stairwell do not allow for their free opening from the inside without a key (clause 48 of the OTPB);

schematic plans for individual evacuation of people from the corresponding floor, notices
with fire safety requirements for residents
and actions in case of fire are not posted in the residential premises (clause 46 of the OTPB).

the 4th floor of the hotel building is used for a purpose other than its intended use (the floor is closed for renovation, while the premises and corridor of the floor are used for growing flower seedlings)  (clause 9 of the OTPB);

electrical lights located in the warehouse on the 1st floor, as well as above the evacuation exit from the basement, are not equipped with protective shades,(clause 9 of the OTPB);

the employee responsible for ensuring fire safety in  the hotel has not undergone training under the fire technical minimum program, (clause 3.2. OTPB)

Monitoring of compliance with legislative requirements in the field of fire safety activities in terms of technical maintenance was also carried out

fire alarm and smoke protection systems. Technical maintenance of the fire alarm system installed in the hotel is carried out by UP "Vitebsk Enterprise of Fire Safety Works" RGOO "BDPO".

During the monitoring conducted, violations of fire safety legislation were identified: "General fire safety requirements for the maintenance and operation of capital structures (buildings, structures), isolated premises and other facilities owned by business entities" approved by Decree of the President of the Republic of Belarus No. 7 of 23.11.2017 "On the Development of Entrepreneurship" (hereinafter referred to as Decree No. 7), TCP 316-2011 "System of technical maintenance and repair of automatic fire extinguishing systems, smoke protection systems, fire alarm systems, fire notification and evacuation control systems. Organization and procedure for carrying out works" (hereinafter referred to as TCP 316 (02300)-2011):

the battery used as a backup power source for the receiving and control unit does not provide uninterrupted power to the specified equipment for 24 hours and in "Alarm" mode - for at least 3 hours (during the operational check of the APS on the backup power source, the battery discharged after 10 minutes) (Clause 3.9 of the Decree of the President of the Republic of Belarus of November 23, 2017 No. 7, Clause 9.1.11 of TCP 316-2011);

the "Exit" illuminated signs located above the emergency exits of all floors and the basement are out of order (during the activation of the automatic fire alarm system, the "Exit" illuminated signs did not activate) (Clause 3.9 of the Decree of the President of the Republic of Belarus of November 23, 2017 No. 7, Clause 9.1.11 of TCP 316 (02300)-2011);

The operability of the automatic fire alarm system on the third floor of the hotel is not ensured (when the automatic fire alarm system is triggered by a manual fire alarm call point located near the main evacuation exit to the stairwell on the 3rd floor, the "fire" signal was not received by the control panel, and the notification did not activate) (Clause 3.9 of the Decree of the President of the Republic of Belarus of November 23, 2017 No. 7, Clause 9.1.11 of TCP 316-2011);

The manual fire alarm call point located at the emergency exit of the 4th floor is disconnected from the loop (Clause 3.9 of the Decree of the President of the Republic of Belarus of November 23, 2017 No. 7, Clause 9.1.11 of TCP 316 (02300)-2011);

The operating manual for the control panel does not correspond to the installed device (Clause 3.9 of the Decree of the President of the Republic of Belarus of November 23, 2017 No. 7, Clauses 9.1.11, 9.2.3 of TCP 316 (02300)-2011);

The printout of the automatic fire alarm system loops does not match the actual corridors and guest rooms (Clause 3.9 of the Decree of the President of the Republic of Belarus of November 23, 2017 No. 7, Clause 9.1.11 of TCP 316-2011).

Recommendations for eliminating the violations identified during the monitoring were handed over to the managers.

Beshankovichsky District Department forreminds emergencies that in accordance with Art. 17 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regulations in the respective organizations
