In the Beshenkovichi district, a monitoring of the state cultural institution "Beshenkovichi District Center of Culture" was carried out.
The Sector of Supervision and Prevention of the Beshenkovichi District Department for Emergency Situations conducted a monitoring of the administrative buildings of the "Ostrovensky Rural House of Culture" branch (a.g. Ostrovno), the "Zadorozhsky Rural House of Culture" branch (a.g. Budilovo), the "Verkhovsky Rural House of Culture" branch (a.g. Verkhove), the "Svechansky Rural Club" branch (a.g. Svecha), the "Drozdovsky Rural Club" branch (a.g. Drozdov), the "Verkhnekrivinsky Rural Club" branch (a.g. Verkhneye Krivino), the "Rzhavsky Rural Club" branch (a.g. Rzhavka) of the State Cultural Institution "Beshenkovichi District Culture Center" (urban settlement Beshenkovichi, Kommunisticheskaya St., 5) in relation to the locations of polling stations, evacuation routes and exits of the entire facility, and fire automation systems, in order to ensure fire safety.
Following the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:
the internal combustion engine of the electric generator responsible for starting the internal fire water supply pumps in case of power outage in the Verkhovsky Rural House of Culture building is currently inoperable (no battery) (clause 3.1 of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Buildings (Structures, Facilities), Isolated Premises and Other Objects Belonging to Business Entities", approved by Decree of the President of the Republic of Belarus No. 7 of23.11.2017 "On Entrepreneurship Development".
The buildings of the Verkhovskoye Rural House of Culture and the Ostrovenskoye Rural House of Culture are equipped with automatic fire alarm systems and fire notification systems. The above-mentioned systems are serviced by the specialized organization LLC "StroyElektrosfera" in accordance with the technical maintenance agreement No. 108/TO/24 dated 05.01.2024.
Representatives of the servicing organization conducted a check of the operability and serviceability of these systems; the systems are in operable and serviceable condition. Programs for checking compliance with the requirements of technical regulatory legal acts during maintenance and repair of fire alarm and fire notification systems, and the quality of work performed have been developed.
The causes and conditions contributing to the commission of the specified violations were the insufficient knowledge of the enterprise head regarding the requirements of regulatory legal acts in the field of fire safety, and a formal attitude towards the performance of their direct official duties.
The head was issued recommendations for the elimination of violations identified during the monitoring.
The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and the fire safety regime in their respective organizations.
