In the Beshenkovichi district, a monitoring of the state educational institution "Bocheikovsky Kindergarten of the Beshenkovichi District" was carried out

The supervision and prevention sector of the Beshenkovichi District Department for Emergency Situations conducted a monitoring of the educational institution "Bocheikovsky Kindergarten of the Beshenkovichi District," located at: Beshenkovichi district, ag. Bocheikovo, Zarechnaya str., 131v, with the aim of ensuring fire safety.

Following the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:

- storage of self-rescuers is not provided in accordance with the requirements of current TNPA (clauses 3.1, clause 3 OTPB, clause 6.2 TKP 475-2013);

- visual inspections of self-rescuers have not been organized (clauses 3.1, clause 3 OTPB, clause 7.4 TKP 475-2013);

- accounting cards for self-rescuers have not been created (clauses 3.1, clause 3 OTPB, clause 5.4 TKP 475-2013);

- no person responsible for the operation, maintenance, and ensuring the operability of self-rescuers has been appointed (clauses 3.1, 3 of OTPB, clause 5.3 of TKP 475-2013);- by the Ministry of Emergency Situations, (cl. 3.2, 58 OTPB, Chapter 3 of the MES Resolution No. 82);

- in the kindergarten premises, electrical equipment is operated not in accordance with the operating documentation for it (connection via extension cords is allowed: pantry room in the canteen – refrigerator, computers in the methodological office and the head's office) (cl. 9 of general requirements);

- operation of electrical equipment whose service life has expired is allowed (refrigerator in the utility room of the canteen) (cl. 9 of general requirements).

Also, during the monitoring, unfulfilled measures previously proposed (recommendations of the State Fire Supervision dated 05.05.2021) were identified, namely:

- there are no devices for self-closing and sealing in the rebates on the doors of evacuation exits to the stairwells of the first and second floors (cl. 9 OTPB, cl. 7.2.9 SN RB 2.02.05-2020);

- construction materials (floor covering) in the corridors of the first and second floors have not been dismantled, with unconfirmed fire-technical characteristics (material test reports have not been provided) (Clause 9 of the Fire Safety Rules, Clause 8.1.2 of SN RB 2.02.05-2020).

The causes and conditions contributing to the commission of the indicated violations were the insufficient knowledge of the enterprise manager of the requirements of regulatory legal acts in the field of fire safety, and a formal attitude towards the performance of their direct official duties.

Recommendations for eliminating the violations identified during the monitoring have been handed over to the manager.

The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and the fire-fighting regime in their respective organizations.
