In the Beshenkovichi district, a monitoring of the state educational institution "Beshenkovichi Children's Art School" was carried out.
The inspection and prevention department of the Beshenkovichi District Department for Emergency Situations conducted a monitoring of the educational institution "Beshenkovichi Children's Art School" in the urban settlement of Beshenkovichi and the agro-town of Ulla, with the aim of ensuring fire safety.
During the work carried out, it was established that violations of fire safety legislation were identified at the facilities, namely the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises, and Other Objects Belonging to Business Entities" approved by Decree of the President of the Republic of Belarus No. 6 of November 23, 2017, "On the Development of Entrepreneurship". The following measures are proposed for implementation:
- to equip the doors separating the stairwell from the corridors on the 1st and 2nd floors of the art school building in the urban settlement of Beshenkovichi and the 2nd floor of the art school in the agro-town of Ulla with self-closing devices and seals in the rebates ensuring smoke tightness. Do not allow doors to be fixed in the open position, (clause 49 of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises, and Other Objects Belonging to Business Entities" approved by Decree of the President of the Republic of Belarus of November 23, 2017 (hereinafter - General Fire Safety Requirements));
- Restore the automatic fire alarm system in the arts school building in Beshenkovichi urban settlement to operational status (alarm is disabled) (clause 3.1, clause 3 of the General Fire Safety Requirements);
- Remove furniture and musical instruments from the corridor, foyer, and first-floor landing of the arts school in Beshenkovichi urban settlement, as well as furniture and flower pots from the second-floor corridor of the arts school in Ulla agro-town, which obstruct evacuation routes, clause 50 of the General Fire Safety Requirements;
- Ensure free access to the emergency evacuation exit from the second floor of the arts school in Ulla agro-town (the evacuation exit door is locked, and a partition has been erected on the second-floor landing obstructing free evacuation via the staircase), clause 48 of the General Fire Safety Requirements;
- Do not allow premises to be used for purposes other than their intended use. Remove costumes and decorations stored in the assembly hall and the second-floor corridor of the arts school in Beshenkovichi urban settlement, clause 9 of the General Fire Safety Requirements, clause 9 of the General Fire Safety Requirements
- determine, in accordance with the Resolution of the Ministry of Emergency Situations of 18.05.2018 No. 35 "On establishing the norms for equipping facilities with primary fire extinguishing means", the necessary type and quantity of primary fire extinguishing means for the premises of art schools in the urban settlement of Beshenkovichi and the rural settlement of Ulla, including, if necessary, to equip the building with missing units, clause 53 ("General fire safety requirements for the maintenance and operation of capital structures (buildings, structures), isolated premises and other facilities owned by business entities" approved by the Decree of the President of the Republic of Belarus of 23.11.2017 No. 7 (hereinafter referred to as the General Requirements)).
A monitoring of OOO "Stroyelektrosfera", which provides technical maintenance of the fire alarm system in the art school building in the rural settlement of Ulla, was also carried out. No violations were found in the work of the servicing organization.
The monitoring showed that the management needs to take a more serious approach to the requirements of technical regulatory legal acts of the fire safety regulation and standardization system.

The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Article 17 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
