In the Beshenkovichi district, a monitoring of the educational institution "Korenevskaya kindergarten - basic school" was carried out | Beshenkovichi District Executive Committee

A monitoring was carried out at the educational institution "Korenevskaya Kindergarten - Basic School" by the Inspection of Supervision and Prevention of the Beshenkovichi District Department for Emergency Situations, with the aim of ensuring fire safety.

During the work performed, the following issues were studied:

compliance by the head, officials, and employees with fire safety obligations;

availability of fire safety instructions, compliance with established requirements for their development and content;

compliance with general fire safety requirements at the facility;

compliance with building content requirements;

compliance with technological process organization requirements;

compliance with fire safety evacuation requirements;

compliance with the requirements for the content and quantity of primary fire extinguishing means and fire water supply systems;

compliance with the requirements for the procedure of fire safety briefings and verification of employees' knowledge of fire safety.

Based on the monitoring results, violations of the following technical regulations and norms were identified:

"General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Facilities Owned by Business Entities", approved by Decree of the President of the Republic of Belarus of November 23, 2017 No. 7 "On the Development of Entrepreneurship" (hereinafter - GFS), Resolution of the Ministry of Emergency Situations of the Republic of Belarus of April 20, 2018 No. 21 "On Establishing the Form of the Fire Evacuation Plan" (hereinafter - MES Resolution

of the Republic of Belarus of April 28, 2018 No. 21), NPB 15 – 2007* "Scope of Application of Automatic Fire Alarm Systems and Fire Extinguishing Installations" (hereinafter – NPB 15 – 2007*), Resolution of the Ministry of Emergency Situations of the Republic of Belarus of May 22, 2018 No. 36 "On the Procedure for Training Employees on Fire Safety Issues and Verification of Their Knowledge in this Area" (hereinafter – MES Resolution of the Republic of Belarus of May 22, 2018 No. 36), Construction Norms 2.02.05-2020 "Fire Safety of Buildings and Structures" (hereinafter – CN 2.02.05-2020).

the evacuation plan for people in case of fire from the premises of the junior group of the kindergarten is not executed in accordance with the approved form determined by the Ministry of Emergency Situations (para. 45 OTPB, Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 28.04.2018 No. 21);

locks on the doors located on the evacuation routes from the premises of the senior group of the kindergarten (external evacuation doors), as well as the sports hall, carpentry workshop, first-floor hall, and the main entrance to the school do not ensure their free opening from the inside without a key (para. 48 OTPB);

the floor covering in the 2nd-floor corridor of the school is made of materials with undetermined fire hazard indicators (linoleum is used for floor finishing), oil paints are used for wall finishing in stairwells (Clause 8.1.2 of SN 2.02.05-2020);

the kindergarten building is not equipped with a fire alarm system (Clause 3.5 of Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On the Development of Entrepreneurship", Clauses 3.1, 9 of OTPB, Clause 9 of NPB 15 – 2007*).

The head of the institution has been issued recommendations for the elimination of violations identified during the monitoring.

The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Art. 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire safety regulations in their respective organizations.
