In the Beshenkovichi district, a monitoring was carried out at the State Educational Institution "Ostrovenskaya Secondary School of the Beshenkovichi District named after K.A. Abazovsky"
The Sector of Supervision and Prevention of the Beshenkovichi District Department for Emergency Situations conducted a monitoring to ensure fire safety at the State Educational Institution "Ostrovenskaya Secondary School of the Beshenkovichi District named after K.A. Abazovsky" (address: Beshenkovichi district, ag. Ostrovno, Nezeryozhnaya str., 17).
Following the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:
School building:
- the lock on the door located on the evacuation routes of the school (the door separating the canteen dining room from the 1st-floor corridor) does not ensure that it can be opened freely from the inside without a key (clause 48 of the General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities), approved by Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On the Development of Entrepreneurship" (hereinafter - General Requirements);
- the height of the threshold in the doors of the evacuation exit of the school (from the assembly hall through the emergency evacuation exit) is more than 0.06 m. (clause 9 of the General Requirements, clause 7.3.12 of SN 2.02.05-2020 "Building Codes of the Republic of Belarus. Fire Safety"buildings and structures" (hereinafter referred to as SN 2.02.05-2020));
- floor covering in corridors on the 1st and 2nd floors is made of materials with unknown fire-technical characteristics (linoleum without a certificate of conformity is used for floor finishing) (documents for linoleum have not been provided) (Clause 9 of general requirements, SN RB 2.02.05-2020);
- materials with unknown fire-technical characteristics were used for ceiling finishing in the corridors of the 1st and 2nd floors, in the stairwell of the main evacuation exit on the second floor (siding is used for ceiling finishing) (Clause 9 of general requirements, Clause 8.1.2 of SN RB 2.02.05-2020);
Kindergarten building:
- locks on doors located on the evacuation routes of the kindergarten (the main entrance door; doors separating the stairwell from the corridors on the 1st and 2nd floors; the door leading from the laundry room to the outside) do not ensure that they can be opened freely from the inside without a key (Clause 48 of general requirements);
- the fire evacuation plan for the kindergarten building does not comply with the form approved by the Ministry of Emergency Situations (the evacuation plan does not indicate the locations of fire alarm system components (manual fire alarms, fire alarm control panel)) (Clause 45 of general requirements, Appendix 2 to the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 "On ensuring"fire safety")
- the threshold height in the doors of the emergency evacuation exit from the 2nd floor of the kindergarten is more than 0.06 m. (Clause 9 of general requirements, Clause 7.3.12 of SN 2.02.05-2020);
- doors separating the stairwell from the corridors of the 1st and 2nd floors of the kindergarten are not equipped with self-closing devices and seals in the rebates ensuring smoke tightness (Clause 49 of general requirements);
- materials with unknown fire-technical characteristics were used for finishing the walls of the stairwell and the corridor on the 2nd floor (wooden paneling, siding, wallpaper are used for wall finishing) (documents not provided) (Clause 9 of general requirements, Clause 8.1.2 of SN RB 2.02.05-2020);
- the floor covering in the corridor on the second floor is made of materials with unknown fire-technical characteristics (linoleum is used for floor finishing without a certificate of conformity) (documents for linoleum not provided) (Clause 9 of general requirements, Clause 8.1.2 of SN RB 2.02.05-2020);
- materials with unknown fire-technical characteristics were used for finishing the ceiling in the stairwell and the corridor on the 2nd floor (siding is used for ceiling finishing) (documents for siding not provided) (Clause 9 of general requirements, Clause 8.1.2 of SN RB 2.02.05-2020);
- the operability and integrity of the fire alarm system installed inin the kindergarten building (no maintenance agreement for the fire alarm system is in place) (clause 3.1 of general requirements);
The reasons and conditions contributing to the commission of the specified violation were the insufficient knowledge of the head of the entity of the requirements of regulatory legal acts in the field of fire safety, and a formal attitude towards the performance of their direct official duties.
The school and kindergarten buildings are equipped with automatic fire alarm systems, fire notification systems, and the "Molniya" fire alarm system. The system installed in the school building is serviced by the specialized organization "StroyElektrosfera" LLC in accordance with maintenance agreement No. 77TO-24 dated 01/31/2024.
Representatives of the servicing organization conducted a check of the operability and serviceability of the system installed in the school building; the system is in operable and serviceable condition. A program for checking compliance with the requirements of technical normative legal acts during maintenance and repair of fire alarm and fire detection systems, and the quality of work performed, has been developed.
The head was given recommendations for eliminating the violations identified during the monitoring.
The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire protection regulations in the respectiveorganizations.
