In the Beshenkovichi district, a monitoring of the State Educational Institution 'Rzhavskaya Kindergarten - Basic School of the Beshenkovichi District' was carried out
The supervision and prevention sector of the Beshenkovichi District Department for Emergency Situations conducted a monitoring to ensure fire safety at the educational institution "Rzhavskaya Kindergarten - Basic School of the Beshenkovichi District" located at: Beshenkovichi district, ag. Rzhavka, Berdnik str., 27.
During the work carried out, the following issues were studied:
compliance by the head, officials, and employees with fire safety obligations;
availability of fire safety instructions, compliance with established requirements for their development and content;
compliance with general requirements for ensuring fire safety at the facility;
compliance with building maintenance requirements;
compliance with technological process organization requirements;
compliance with requirements for ensuring safe evacuation in case of fire;
compliance with requirements for the maintenance and determination of the quantity of primary fire extinguishing means and fire water supply systems;
compliance with requirements for conducting fire safety training and checking employees' knowledge of fire safety;
compliance with specific requirements for ensuring fire safety for facilities specifically designed for children, as well as facilities with simultaneous presence of over 300 people, social and healthcare facilities with round-the-clock accommodation of people.
Based on the results of the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:
- employees involved in the implementation of the fire evacuation plan from the kindergarten building are not provided with self-rescuers (clause 2 of the General Fire Safety Rules, clause 8 of specific requirements);
- storage of self-rescuers is not ensured in accordance with the requirements of current technical normative legal acts (clauses 3.1, clause 3 of OTPB, clause 6.2 of TKP 475-2013);
- visual inspections of self-rescuers are not organized (clauses 3.1, clause 3 of OTPB, clause 7.4 of TKP 475-2013);
- registration cards for self-rescuers have not been created (clauses 3.1, clause 3 of OTPB, clause 5.4 of TKP 475-2013);
- no person responsible for the operation, maintenance, and ensuring the serviceability of self-rescuers has been appointed (clauses 3.1, clause 3 of OTPB, clause 5.3 of TKP 475-2013);
- no personal users have been assigned to self-rescuers from among the facility's employees who are members of the voluntary fire brigade and employees involved in the implementation of the evacuation plan for people from buildings and structures in case of fire (clauses 3.1, clause 3 of OTPB, clause 5.5 of TKP 475-2013).
The reasons and conditions contributing to the commission of the specified violations were the insufficient knowledge of the enterprise head of the requirements of regulatory legal acts in the field of fire safety, and a formal attitude towards the performance of their direct official duties.
The head has been issued recommendations for the elimination of violations identified during the monitoring.
The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire safety regulations in their respective organizations.
