In the Beshenkovichi district, a monitoring of polling stations was carried out
The Inspection of Supervision and Prevention of the Beshenkovichi District Department for Emergency Situations, with the aim of ensuring fire safety during the period from 18.06.2020 to 06.07.2020, conducted monitoring of buildings housing polling stations, namely: the administrative building of the State Institution "Territorial Center for Social Services for the Population of the Beshenkovichi District", the State Educational Institution "Secondary School No. 2 of the urban-type settlement Beshenkovichi", the State Educational Institution "Secondary School No. 1 of the urban-type settlement Beshenkovichi", the administrative building of the State Communal Production Enterprise "Beshenkovichi PMK-41", the Branch "Sinitskaya Rural Library - Club" of the State Cultural Institution "Beshenkovichi Centralized Library System", the Educational Institution "Ullsky State Vocational Lyceum of Agricultural Production named after L.M. Dovator" (educational building No. 1), the State Communal Production Enterprise "PolitootdelAgro" (administrative building), the Bochaykovsky Rural Executive Committee, the Branch "Ostrovensky Rural House of Culture" of the State Cultural Institution "Beshenkovichi District Center of Culture", the Branch "Rzhavsky Rural Club" of the State Cultural Institution "Beshenkovichi District Center of Culture", the Branchspecified by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 21 dated April 20, 2018 "On establishing the form of a fire evacuation plan";
- doors separating stairwells from corridors on three floors are not equipped with seals in the rebates, the self-closing devices for these doors are either absent or do not perform their functions due to the use of a spring with stretching properties;
2. Branch "Sinitskaya Rural Library - Club" of the State Cultural Institution "Beshenkovichi Centralized Library System":
- connection of electrical equipment (computer) is made through an extension cord (not in accordance with the operating documentation);
- the employee responsible for ensuring the fire safety of the business entity has not undergone mandatory training under the fire-technical minimum program (hereinafter referred to as PTM) (the existing PTM certificate was valid until June 10, 2019);
- the general fire safety instruction has not been revised in accordance with the requirements of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 28 dated April 28, 2018 "On establishing requirements for the content of the general fire safety instruction".
3. Educational Institution "Ullsky State Professional Lyceum of Agricultural Production named after L.M. Dovator" (educational building No. 1):
- compliance of smoke-tight doors of the emergency staircase of the administrative building with the requirements for them is not ensured (no seals in the rebates, automatic self-closing is not ensured (allowing fixation in the open state));
- fire evacuation plans from the administrative building require correction (do not meet the requirements) in accordance with the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 21 dated April 20, 2018 "On establishing the form of a fire evacuation plan".
4. KSPUP "PolitotdelAgro" (administrative building):
- the general fire safety instruction has not been revised taking into account the newly introduced specific requirements for ensuring fire safety of explosion and fire hazardousand hazardous production facilities, approved by the Resolution of the Council of Ministers of the Republic of Belarus of November 20, 2019 No. 779, and the repeal of the "Fire Safety Rules of the Republic of Belarus PPB Belarus 01-2014" based on the specifics of fire hazard of buildings, structures and premises, outdoor installations and territories used in the production (technological) process of substances
and materials, equipment;
- training of employees responsible for ensuring fire safety of the administrative building under the PTM program is not organized;
- cleaning of the territory adjacent to the administrative building from dry vegetation and combustible waste is not organized (not carried out);
- the administrative building (OJSC "Beshenkovichi Agroservice") is not equipped with fire evacuation plans in accordance with the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated April 20, 2018 No. 21 "On establishing the form of a fire evacuation plan".
11. The branch "Drozdovsky Rural House of Culture" of the State Cultural Institution "Beshenkovichi District Center of Culture":
- locks on doors located on evacuation routes (external evacuation door (central entrance to the building), premises with mass gathering of people (assembly hall)) do not provide for their free opening from the inside without a key;
- the employee responsible for ensuring fire safety of the business entity has not undergone mandatory training under the Fire Safety Training Program;
- the general fire safety instruction has not been revised in accordance with the requirements of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated April 28, 2018 No. 28 "On establishing requirements for the content of the general fire safety instruction".
Monitoring has shown that managers need to take the requirements of technical normative legal acts of the fire safety standardization system more seriously.
Managers have been issued recommendations for eliminating violations identified during the monitoring.
The Beshenkovichi District Department of Emergency Situations reminds that in accordance with Article 17 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and fire safety regulations in their respective organizations.

5. Bocheikovsky Rural Executive Committee:
- Fire evacuation plans for people from the 2nd floor of the administrative building do not comply with the form established by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 20.04.2018 No. 21 "On establishing the form of a fire evacuation plan for people";
- training under the PTM program has not been organized for the facility employee (chairman) responsible for fire safety;
- fire safety information is posted chaotically on a makeshift stand, is not up-to-date, and a dedicated stand is missing;
- the first floor of the administrative building is not equipped with powder fire extinguishers (hereinafter referred to as PE) in accordance with the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 18.05.2018 No. 35 "On establishing the norms for equipping facilities with primary fire extinguishing means"; the existing PE-4 fire extinguisher located on the first floor of the building is not equipped with a spray hose (unusable);
- the corridor doors on the second floor, separating them from the foyer (hall) with the staircase, are not equipped with seals in the rebates and self-closing devices for these doors.
6. Branch "Ostrovensky Rural House of Culture" of the State Cultural Institution "Beshenkovichi District Culture Center":
- the facility-wide fire safety instructions have not been revised in accordance with the requirements of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 28.04.2018 No. 28 "On establishing requirements for the content of facility-wide fire safety instructions";
- the employee responsible for ensuring the fire safety of the business entity has not undergone mandatory training under the PTM program (the existing PTM certificate was valid until 13.06.2019);
- inspection of the internal fire water supply system has not been carried out (inspection reports have not been provided);
- fire evacuation plans for people from the building do not comply with the form established by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 20.04.2018 No. 21 "On establishing the form of a fire evacuation plan for people";
- the junction box in the storage room for- the storage area for various materials adjacent to the dance hall is not covered by a protective shield; - there is no device for automatically closing the fire door separating the storage area for various materials from the dance hall; - the building and premises are not equipped with primary fire extinguishing means (fire extinguishers) in accordance with the requirements of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated May 18, 2018 No. 35 "On establishing the norms for equipping facilities with primary fire extinguishing means"; - locks on doors located on evacuation routes (external evacuation door (central entrance to the building), doors separating corridors, premises with a large number of people (assembly hall, dance hall)) do not provide for their free opening from the inside without a key. 7. - smoke-tight doors separating the stairwell from the foyer and the foyer from the assembly hall are not equipped with devices that automatically close these doors;
- the club building is not equipped with a stand with updated fire safety information;
- the employee responsible for ensuring fire safety of the business entity has not undergone mandatory training under the Fire Safety Training Program (PTM).
9. Branch "Verkhovsky Rural House of Culture" of the State Cultural Institution "Beshenkovichi District Center of Culture":
- the employee responsible for ensuring fire safety of the business entity has not undergone mandatory training under the Fire Safety Training Program (PTM);
- the internal fire water supply of the building is inoperable (the internal combustion engine of the electric generator responsible for starting the internal fire water supply pumps in case of power outage is inoperable (e.g., no battery));
- the automatic fire alarm system at the time of monitoring was in fire mode (false alarm), and no response measures were taken to restore its operability before the intervention of the Ministry of Emergency Situations employee.
10. Branch "Svechansky Rural Club" of the State Cultural Institution "Beshenkovichi District Center of Culture":
- the employee responsible for ensuring fire safety of the business entity has not undergone mandatory training under the Fire Safety Training Program (PTM);
- the smoke-tight doors separating the dance hall from the foyer with the stairwell and from the assembly hall do not meet the requirements (seals are missing in the rebates and the
