Monitoring of clubs was carried out in the Beshenkovichi district
The Inspection of Supervision and Prevention of the Beshenkovichi District Department for Emergency Situations conducted a monitoring of the "Ostrovensky Rural House of Culture" branch in Ostrovno ag., the "Rzhavsky Rural Club" branch in Rzhavka ag., the "Verkhnekrivinsky Rural Club" branch in Verkhneye Krivino ag., the "Verkhovsky Rural House of Culture" branch in Verkhove ag., the "Svechansky Rural Club" branch in Svecha ag., the "Drozdovsky Rural House of Culture" branch in Drozdy ag. of the State Cultural Institution "Beshenkovichi District Culture Center".
During the monitoring, attention was paid to the extent and completeness of the elimination of violations identified as a result of the previously conducted monitoring.
According to the results of the monitoring, it was established that the measures previously proposed for implementation were fully completed.
Also, during the visit to the above-mentioned facilities, a monitoring of the Limited Liability Company "Spetselektrostroy" was carried out, which carries out activities to ensure fire safety in terms of technical maintenance of fire automation systems and smoke protection systems in the "Ostrovensky Rural House of Culture" branch in Ostrovno ag., the "Verkhovsky Rural House of Culture" branch in Verkhove ag., of the State Cultural Institution "Beshenkovichi District Culture Center". During the monitoring, a number of violations were identified, namely:
"Ostrovensky Rural House of Culture" branch in Ostrovno ag. ul. Nadozernaya, 28:
- during the monitoring, it was established that the APS system is out of order (the "Fire" indicator is lit on the receiving and control unit) (eliminated during the monitoring) (clause 3.9 of Decree of the President of the Republic of Belarus of November 23, 2017 No. 7, clause 4.4.1 of TCP 316-2011);
- in May 2020, technical maintenance (hereinafter referred to as TM) of automatic fire alarm and human notification systems was not carried out according to TM regulation No. 1 (no entries in the TM log) (clause 3.9 of Decree of the President of the Republic of Belarus of November 23, 2017 No. 7, clause 9.1.11 of TCP 316-2011).

- the logbook for maintenance and current repair works does not indicate all types of maintenance works (troubleshooting works dated 26.08.2020, specified in the malfunction and call logs) (Clause 3.9 of Decree of the President of the Republic of Belarus of November 23, 2017 No. 7, Clauses 4.3, 6.2 of TKhP 316-2011);
- maintenance of automatic fire alarm and fire notification systems was not carried out in full scope according to scheduled works, as provided by regulations (external inspection, operability check of individual technical means and the system as a whole) with verification of signal transmission via the "Molniya" notification system (according to entries in the maintenance and current repair works logbook dated 14.05.2020, signals for activations via the "Molniya" notification system (Sim 39631) were not transmitted – confirmed by the monitoring sector of the Vitebsk Department of the Ministry of Emergency Situations) (Clause 3.9 of Decree of the President of the Republic of Belarus of November 23, 2017 No. 7, Clauses 4.4.1, 4.4.2 of TKhP 316-2011).
Recommendations for eliminating the violations identified during the monitoring have been sent to the Director of ODO "Spetselektrostroy".
The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Article 17 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
