In the Beshenkovichi district, a monitoring of the peasant (farm) economy "Nectar" was carried out
The Supervision and Prevention Sector of the Beshenkovichi District Department for Emergency Situations conducted a monitoring of the "Nectar" peasant (farm) holding, located at: p.g.t. Beshenkovichi, Kommunisticheskaya St., 24, with the aim of ensuring fire safety.
Following the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:
- the required type and quantity of primary fire extinguishing means (for the premises of the shop building and outbuildings in the village of Yanovshchina) have not been determined in accordance with the norms established by the Ministry of Emergency Situations, depending on their fire extinguishing capacity, as well as the area of the protected premises, open areas and installations. Buildings and premises are not fully equipped with primary fire extinguishing means (the available fire extinguishers are insufficient) (clause 53 of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities", approved by Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On the Development of Entrepreneurship" (hereinafter - general requirements),
- Order of the Ministry of Emergency Situations of 18.05.2018 No. 35 "On establishing the equipment standards for facilities with primary fire extinguishing means");
- the lock on the door located on the evacuation route (central exit from the shop building) does not ensure its free opening from the inside without a key (clause 48 of the general requirements);
- in the premises of the shop, boiler room, warehouse and outbuildings in the village of Yanovshchina, electrical equipment is operated not in accordance with the operating documentation for it (junction boxes are not closed with protective covers, electrical wiring is not cleaned from combustible deposits, wiring is not secured to structural elements) (clause 9 of the general requirements);
- the operation of a faulty heating stove installed in the outbuilding in the village of Yanovshchina is allowed, namely: the chimney of the heating stove is not properly insulated at the point of intersection with the ceiling, the chimney of the heating stove within the attic and above the roof does not comply with the Technical Normative Legal Acts (clause 27 of the general requirements, Order of the Ministry of Emergency Situations of the Republic of Belarus of 24.05.2018 No. 37 "On heat-generating appliances and heating devices, heat-accumulating stoves");
- the fire evacuation plan for shop premises has not been developed in accordance with the form approved by the Ministry of Emergency Situations (clause 45 of the General Requirements, Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 20.04.2018 No. 21).
- electrical equipment in the shop premises is operated not in accordance with their operating documentation (connection via extension cords is permitted) (clause 9 of the General Requirements);
- it has been established from the voluntarily provided documentation that training of the manager on fire safety minimum programs, as defined by the Ministry of Emergency Situations, has not been organized (clauses 3.2, 58 of the General Requirements, Chapter 2, Chapter 3, clause 15 of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 22.05.2018 No. 36);
- the shop lacks a fire safety information stand (clause 3.2 of the General Requirements);
The causes and conditions contributing to the commission of the specified violations were the insufficient knowledge of the enterprise head regarding the requirements of regulatory legal acts in the field of fire safety, and a formal attitude towards the performance of their direct official duties.
The head has been issued recommendations for the elimination of violations identified during the monitoring.
The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention measures in their respective organizations.
