In the Beshenkovichi district, a monitoring of the dormitory of the Beshenkovichi branch of the State Educational Institution "Republican Center for Advanced Training of Managers and Specialists of Forestry" was carried out.

The Inspection of Supervision and Prevention of the Beshenkovichi District Department for Emergency Situations, with the aim of ensuring fire safety, conducted a monitoring of the dormitory of the Beshenkovichi Branch of the State Educational Institution "Republican Center for Professional Development of Managers and Specialists in Forestry".

During the work carried out, the following issues were studied:

compliance by the head, officials, and employees with their duties in the field of fire safety;

availability of fire safety instructions, compliance with the established requirements for their development and content;

compliance with general fire safety requirements at the facility;

compliance with building maintenance requirements;

compliance with technological process organization requirements;

compliance with requirements for ensuring safe evacuation in case of fire;

compliance with requirements for the maintenance and determination of the quantity of primary fire extinguishing means and fire water supply systems;

compliance with the requirements for the procedure of conducting fire safety training and testing of employees' knowledge of fire safety.

Based on the monitoring results, violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities" were identified, approved by Decree of the President of the Republic of Belarus of 23

November 2017 No. 7 "On the Development of Entrepreneurship" (hereinafter - OTB):

the general fire safety instruction has not been revised in accordance with the requirements of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of 28.04.2018 No. 28 "On establishing requirements for the content of the general fire safety instruction" (para. 7 OTB);

refrigerators are operated in the kitchen on the second floor without their operating documentation (para. 9 OTB);

the kitchen on the second floor is not equipped with a fire blanket (para. 53 OTB, Annex 8 to the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of 18.05.2018 No. 35 "On establishing norms for equipping facilities with primary fire extinguishing means");

locks on doors located on evacuation routes (external evacuation door (central entrance to the building), doors from the corridor to the first-floor hall, to the second-floor stairwell) do not ensure that they can be opened freely from the inside without a key (para. 48 OTB);

schematic evacuation plans for people from the corresponding floor, memos
with fire safety requirements for residents
and actions in case of fire are not posted in residential premises (para. 46 OTB).

The head of the organization was presented with recommendations for eliminating violations identified during the monitoring.

A monitoring of compliance with legislative requirements in the field of fire safety, specifically concerning the technical maintenance of fire automation systems and smoke protection systems, was also conducted. The technical maintenance of the fire alarm system installed in the dormitory is carried out by LLC "Belspecsystems".

Based on the monitoring results, it was established that LLC "Belspecsystems" conducts timely technical maintenance of the installed fire alarm system. The facility possesses the necessary documentation with appropriate records of completed work. At the time of the monitoring, the fire alarm system was in operational condition.

In the presence of representatives from the State Educational Institution "Republican Center for Professional Development of Managers and Specialists in Forestry" and LLC "Belspecsystems", a program was developed to verify compliance with technical regulatory acts during the technical maintenance and repair of fire automation and smoke protection systems, as well as the quality of the work performed.

The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Article 17 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
