In the Beshenkovichi district, a monitoring of the dormitory and hotel of the UP "Beshenkovichi Communal Services" was carried out

The Sector of Supervision and Prevention of the Beshenkovichi District Department for Emergency Situations, with the aim of ensuring fire safety, conducted a monitoring of the dormitory (Beshenkovichi urban settlement, Chernyakhovsky St., 30) and the hotel (Beshenkovichi urban settlement, Svobody St., 2a) of the Unitary Communal Enterprise of Housing and Communal Services "Beshenkovichi Kommunalnik" (legal address: Beshenkovichi urban settlement, Uritsky St., 102).
Following the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:
Dormitory at the address: Beshenkovichi urban settlement, Chernyakhovsky St., 30:
- the device that automatically closes the door leading from the second-floor corridor to the emergency staircase has been dismantled (Clause 3.1, Clause 49 of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities," approved by Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On the Development of Entrepreneurship" (hereinafter - General Requirements);
- designated smoking areas are not equipped in the prescribed manner and are not marked with "Smoking Area" signs (Clause 11 of the General Requirements);
- storage of personal belongings of residents (bicycles, shoe racks) is allowed, obstructing the corridor and the first-floor hall of the dormitory (Clause 50 of the General Requirements);
- the explosion and fire hazard category has not been determined in accordance with the criteria established by the Ministry of Emergency Situations for the electrical switchboard room located on the first floor of the dormitory (Clause 10 of the General Requirements);
Hotel at the address: Beshenkovichi urban settlement, Svobody St., 2a:
- the developed general fire safety instructions do not meet the requirements (clauses 3.2, 7 of the General Requirements, Appendix 1 to the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82);
- training sessions on practicing the actions of employees to ensure the safe evacuation of people from the hotel building in case of fire are not conducted at least twice a year (a record of the sessions is not provided) (clause 26 of the Specific Requirements);
- the lock on the evacuation door leading from the 4th-floor corridor to the emergency staircase does not allow it to be opened from the inside without a key (clause 48 of the General Requirements);
- the operability and proper functioning of the internal fire water supply is not ensured (the fire hydrant located in the 4th-floor corridor is not equipped with a half-coupling for connecting a fire hose) (clause 3.1 of the General Requirements);
- the operability of the automatic fire alarm system is not ensured (the "Malfunction" signal is not transmitted to the MES Central Monitoring Station due to a malfunction of the control panel) (clause 3.1 of the General Requirements);
- the operability of the automatic fire alarm system in the corridor and rooms on the first floor is not ensured (in the hairdresser's and flower shop rooms, the sensors are covered by suspended ceilings; in the calculation center room, the sensors have been dismantled) (clause 3.1 of the General Requirements);
The reasons and conditions contributing to the commission of the specified violations were the insufficient knowledge of the enterprise manager regarding the requirements of regulatory legal acts in the field of fire safety, and a formal attitude towards the performance of their direct official duties.
The manager was handed recommendations for eliminating the violations identified during the monitoring.
The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Art. 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
