In the Beshenkovichi district, a monitoring of the production site of the limited liability company «Bell Bimbo plus» was carried out
The Sector of Supervision and Prevention of the Beshenkovichi District Department for Emergency Situations conducted a monitoring of the production site of the limited liability company "Bell Bimbo Plus", located at: p.g.t. Beshenkovichi, Internatsionalnaya St., 19, with the aim of ensuring fire safety.
During the work carried out, the following issues were studied:
compliance by the head, officials, and employees with their duties in the field of fire safety;
availability of fire safety instructions, compliance with established requirements for their development and content;
compliance with general fire safety requirements at the facility;
compliance with building maintenance requirements;
compliance with technological process organization requirements;
compliance with requirements for ensuring safe evacuation in case of fire;
compliance with requirements for the maintenance and determination of the quantity of primary fire extinguishing means and fire water supply systems;
compliance with the requirements for the procedure of conducting fire safety training and checking employees' knowledge of fire safety.
Following the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, cause harm to human life and health, or the environment, namely:
- door locks located on evacuation routes (central building exit, workshop exits to the 2nd-floor stairwell, 2nd-floor exit to the external evacuation staircase) are not equipped with the ability to be freely opened from the inside without a key (Clause 48 of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises, and Other Facilities Owned by Business Entities," approved by Decree of the President of the Republic of Belarus No. 7 of November 23, 2017, "On the Development of Entrepreneurship" (hereinafter referred to as the General Requirements));
- the door separating the stairwell from the 1st-floor corridor has been dismantled (the door leaf has been removed) (Clause 9 of the General Requirements);
- the condition of the internal fire-fighting water supply is not checked in the manner determined by the Ministry of Emergency Situations (Clause 57 of the General Requirements, Instruction on the Procedure for Checking the Condition of External and Internal Fire-Fighting Water Supply No. 34 of May 15, 2018)
- employees are not trained according to fire-technical minimum programs determined by the Ministry of Emergency Situations, and repeat fire safety briefings are not conducted (Clauses 3.2, 58 of the General Requirements, Chapter 2, Chapter 3, Clause 15 of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 36 of May 22, 2018);
- the external fire (stationary) ladder has not been put into proper working order (strength tests have not been conducted) (Clause 3.1 of the General Requirements, Clauses 4.2, 4.5, 6.3 of STB 11.13.22-2011 "External Stationary Fire Ladders and Roof Railings. General Technical Conditions");
No responsible person has been appointed by order of the head to ensure the operability of the fire alarm system (clause 3.1 of general requirements, clause 5.2 of TKP - 316 (02300) – 2011 "System for technical maintenance and repair of automatic fire extinguishing systems, smoke protection systems, fire alarms, fire alarm and evacuation control systems. Organization and procedure for carrying out work")
The causes and conditions contributing to the commission of the specified violations were insufficient knowledge by the officials of the enterprise of the requirements of regulatory legal acts in the field of fire safety, and a formal attitude towards the performance of their direct official duties by the head of the structural unit.
The head has been issued recommendations for the elimination of violations identified during the monitoring.
The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire safety regulations in their respective organizations.
