In the Beshenkovichi district, a monitoring of the production site of the 'Svitino' pig complex was carried out

The Sector of Supervision and Prevention of the Beshenkovichi District Department for Emergency Situations, with the aim of ensuring fire safety, conducted a monitoring of the production unit "Pig Complex 'Svitino'" of UP "Vitebsk Grain Processing Plant", located at: Beshenkovichi district, Verkhovskiy s/s, near the village of Verkhovye.

During the work carried out, the following issues were studied:

compliance by the manager, officials, and employees with fire safety obligations;

availability of fire safety instructions, compliance with established requirements for their development and content;

compliance with general fire safety requirements at the facility;

compliance with building maintenance requirements;

compliance with technological process organization requirements;

compliance with requirements for ensuring safe evacuation in case of fire;

compliance with requirements for the maintenance and determination of the quantity of primary fire extinguishing means and fire water supply systems;

compliance with requirements for fire safety briefings and verification of employees' fire safety knowledge.

Based on the results of the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:

- storage of combustible materials (firewood and combustible waste) in fire breaks of the boiler room is permitted (Clause 16 of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises, and Other Objects Belonging to Business Entities", approved by Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On the Development of Entrepreneurship" (hereinafter referred to as the general requirements));

- failure to organize the cleaning of the enterprise's territory from dry vegetation (para. 3.2 of general requirements);

- failure to ensure the repair of the external fire (stationary) ladder of the boiler house building (strength tests not conducted) (para. 3.1 of general requirements, paras. 4.2, 4.5, 6.3 of STB 11.13.22-2011 "External stationary fire ladders and roof railings. General technical conditions");

- hot work is permitted at temporary locations (near the boiler house building) without a work permit issued by the organization's head or a person authorized to issue work permits (para. 34 of general requirements);

- locks on doors located on evacuation routes (sanitary locker room No. 2, canteen) are not equipped with the ability to be opened from the inside without a key (para. 48 of general requirements);

- the required type and quantity of primary fire extinguishing means (for the premises of the complex building) have not been determined in accordance with the norms established by the Ministry of Emergency Situations, depending on their extinguishing capacity, as well as the area of protected premises, open areas and installations. The buildings and premises of the complex are not fully equipped with primary fire extinguishing means (the available fire extinguishers are insufficient) (para. 53 of general requirements, Resolution of the Ministry of Emergency Situations of 18.05.2018 No. 35 "On establishing norms for equipping facilities with primary fire extinguishing means");

- in the security room, electrical equipment is operated not in accordance with the operating documentation for them (connecting a kettle via extension cords is permitted) (para. 9 of general requirements);

- in the premises of the complex, electrical equipment is operated not in accordance with the operating documentation for them (junction boxes are not closed with protective covers, electrical wiring is not cleaned from combustible deposits) (para. 9 of general requirements);

- Operation of electrical equipment with expired service life is permitted (refrigerator in the boiler room) (Clause 9 of General Requirements);

- A fire evacuation plan for people for the buildings (locations) of the complex, as well as for the administrative part, has not been developed in accordance with the form approved by the Ministry of Emergency Situations (Clause 45 of General Requirements, Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 20.04.2018 No. 21).

- Operation of a heating stove installed in the gatehouse building of the complex is permitted, namely: the chimney of the heating stove is not properly insulated at the point of intersection with the ceiling slab, and the heating stove chimney within the attic and above the roof does not comply with the Technical Normative Legal Acts (Clause 27 of General Fire Safety Rules, Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 24.05.2018 No. 37 "On heat-generating appliances and heating devices, heat-accumulating stoves");

- Operation of a non-heat-accumulating heating stove (non-factory manufactured) installed at the security post at the entrance to the territory is permitted (Clause 27 of General Fire Safety Rules, Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 24.05.2018 No. 37 "On heat-generating appliances and heating devices, heat-accumulating stoves");

- evacuation routes in pig complex buildings are not fully marked with fire safety signs as required by technical regulatory legal acts (para. 44 of OTPB, GOST 12.4.026-2015 "Signal colors, safety signs and signal marking");

- the condition of external fire water supply is not checked in the manner determined by the Ministry of Emergency Situations (para. 57 of general requirements, Instruction on the procedure for checking the condition of external and internal fire water supply No. 34 dated 15.05.2018);

- The voluntarily provided documentation established that training of employees on fire safety minimum programs (persons responsible for fire safety compliance at the facility) defined by the Ministry of Emergency Situations has not been organized, and the form of the fire safety briefing record book does not comply (clauses 3.2, 58 of the General Requirements, Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 22.05.2018 No. 36).

The causes and conditions contributing to the commission of the specified violations were the insufficient knowledge of regulatory legal acts in the field of fire safety by the officials of the enterprise, and the formal attitude towards the performance of their direct official duties by the head of the structural unit.

The head has been issued recommendations for the elimination of violations identified during the monitoring.

The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and fire safety regulations in their respective organizations.
