In the Beshenkovichi district, a monitoring was carried out at SUP "Svitino - VMK"

A monitoring was conducted by the Supervision and Prevention Sector of the Beshenkovichi District Department for Emergency Situations to ensure fire safety at SUP "Svito-VMK" located at the address: Beshenkovichi district, ag. Verkhovye.

During the work carried out, the following issues were studied:

compliance by managers, other officials, and employees with their duties in the field of fire safety;

availability of fire safety instructions, compliance with the established requirements for their development and content;

compliance with general requirements for ensuring fire safety at the facility;

compliance with requirements for the maintenance of buildings, structures, and premises;

compliance with requirements for the organization of the technological process;

compliance with requirements for ensuring safe evacuation in case of fire;

compliance with requirements for the maintenance and determination of the quantity of primary fire extinguishing means and fire water supply systems;

compliance with requirements for the procedure of fire safety training and verification of employees' knowledge of fire safety;

compliance with specific requirements for ensuring fire safety of explosion-hazardous and

of fire hazardous production facilities.

The monitoring conducted revealed violations of fire safety requirements that do not pose a threat to national security, cause harm to the life and health of the population, or the environment, namely:

the "Svatovka" farm building is not equipped with primary fire extinguishing means (Clause 53 of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Facilities Owned by Business Entities", approved by Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On the Development of Entrepreneurship" (hereinafter - General Requirements), Resolution of the Ministry of Emergency Situations of May 18, 2018 No. 35 "On Establishing Norms for Equipping Facilities with Primary Fire Extinguishing Means");

the "Lug" and "Rassvet" farm buildings are not provided with the necessary quantity of primary fire extinguishing means (the available fire extinguishers are insufficient) (Clause 53 of the General Requirements, Appendices No. 1, 2 to the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of May 18, 2018 No. 35);

the territory adjacent to the "Svatovka" farm has not been cleared of dry vegetation and combustible waste (clause 3.2 of general requirements);

fire safety and fire regime are not ensured on the territory of the "Verkhovye" MTC (plastic containers for raising young cattle are installed in fire breaks) (clauses 4.1, 16 of general requirements);

The causes and conditions contributing to the commission of the specified violations were the insufficient knowledge of the enterprise manager of the requirements of regulatory legal acts in the field of fire safety, and a formal attitude towards the performance of his direct official duties.

Recommendations for eliminating the violations identified during the monitoring were handed over to the manager.

Beshenkovichi District

The Department of Emergency Situations reminds that in accordance with Art. 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
