In the Beshenkovichi district, a monitoring of the "Kopeechka" retail outlets was carried out at the following addresses: Beshenkovichi urban settlement, Uritskogo str., 45A and Kommunisticheskaya str., 7 of the "Dobronom" Closed Joint Stock Company, Krichev branch.

The Sector of Supervision and Prevention of the Beshenkovichi District Department for Emergency Situations, with the aim of ensuring fire safety, conducted a monitoring of the "Kopeechka" retail outlet branch located at: p.g.t. Beshenkovichi, Uritskogo St., 45A and Kommunisticheskaya St., 7 of the "Dobronom" Closed Joint Stock Company, "Krichev" branch.

During the work performed, the following issues were studied:

compliance by the head, officials, and employees with fire safety obligations;

availability of fire safety instructions, compliance with established requirements for their development and content;

compliance with general fire safety requirements at the facility;

compliance with building maintenance requirements;

compliance with technological process organization requirements;

compliance with requirements for ensuring safe evacuation in case of fire;

compliance with requirements for the availability and quantity of primary fire extinguishing means and fire water supply systems;

compliance with requirements for the procedure of fire safety training and verification of employees' knowledge of fire safety.

Based on the monitoring results, the following violations were identified:

- Door locks located on evacuation routes (second central exit, exit from the warehouse to the cardboard storage room, exit from the cardboard storage room to the outside) are not equipped with the ability to be freely opened from the inside without a key (Clause 48 of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities", approved by Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On the Development of Entrepreneurship" (hereinafter referred to as the General Requirements));

- Obstruction of the evacuation exit leading to the outside from the retail area (second central exit) is permitted, namely: a refrigerated display case installed near the doorway, as well as a shelving unit installed directly in front of the exit, reduces the minimum evacuation width of the passage and the door (Clause 50 of the General Requirements).

- The minimum width of passages between equipment in the store's retail area is not ensured (the width of passages between shelving units is 0.85 m, while the minimum permissible is 1.0 m) (Clause 9 of the General Requirements, Clause 7.5.4.3 of the Building Codes of the Republic of Belarus "Fire Safety of Buildings and Structures" SN 2.02.05.2020);

- Obstruction of the evacuation exit leading to the outside from the warehouse premises (exit to the cardboard storage room, width is 0.73 m) is permitted, namely: the passage leading to the exit is blocked by packages with goods being sold, which reduce the minimum evacuation width of the passage (Clause 50 of the General Requirements);

- The fire evacuation plan developed for the store building requires correction (not all evacuation exits were involved in the development of the plan; emergency exits are not indicated; the actual placement of equipment does not correspond (cash register 3, which does not exist, is indicated)) (Clause 45 of the General Requirements);

- the shop building is not fully equipped with primary firefighting equipment (only 2 fire extinguishers are available) (para. 53 of the General Requirements);

The retail outlet "Kopeyechka" is located at: p.g.t. Beshenkovichi, Uritsky str., 45A

- locks on doors located on evacuation routes (central exit, vestibule-airlock door, door from utility rooms to vestibule-airlock) are not equipped with the ability to be opened freely from the inside without a key (para. 48 of the General Requirements);

- storage of combustible materials in fire breaks is allowed (wooden pallets and empty containers from sold products are stored near the warehouse exit and on the parking lot side) (para. 16 of the General Requirements);

- obstruction of evacuation routes in the utility (storage) rooms of the shop is allowed (aisle width less than 0.8m) (para. 50 of the General Requirements);

- electrical equipment is operated not in accordance with the operating documentation for them (connection of electrical equipment through extension cords is allowed) (para. 9 of the General Requirements).

The reasons and conditions contributing to the commission of the specified violations were the insufficient knowledge by the officials of the enterprise of the requirements of regulatory legal acts in the field of fire safety, and a formal attitude towards the performance of their direct official duties by the head of the structural unit.

The manager was handed recommendations for the elimination of violations identified during the monitoring.

The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
