In the Beshenkovichi district, a monitoring of the healthcare institution "Beshenkovichi Central District Hospital" was carried out.
The Supervision and Prevention Department of the Beshenkovichi District Department for Emergency Situations conducted a monitoring of the Healthcare Institution "Beshenkovichi Central District Hospital" (Beshenkovichi urban settlement, Vitebskoye Shosse str., 36) to ensure fire safety.
Based on the results of the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:

- The developed facility-wide fire safety instruction does not meet the requirements (the developed instruction does not contain all the required sections) (clauses 3.2, 7 of the "General fire safety requirements for the maintenance and operation of capital structures (buildings, structures), isolated premises and other facilities owned by business entities", approved by Decree of the President of the Republic of Belarus No. 7 of
23.11.2017 "On Entrepreneurship Development" (hereinafter referred to as the General Requirements), Appendix 1 to the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 21.12.2021 No. 82 "On Fire Safety Assurance" (hereinafter referred to as the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 21.12.2021 No. 82));- locks of evacuation doors: exit from the resuscitation unit, exit from the surgical unit, exits from the therapeutic unit, exits from the children's polyclinic building, exit from the dental unit, exit from the polyclinic building, doors leading from the corridors of the 1st and 2nd floors of the polyclinic to the stairwell, as well as central exits from Ostrovenskaya AMCU, Zabelskaya FAP, Budilovskaya FAP, Rzhavskaya FAP, AMCU and BSV in the settlement of Bocheykovo, Ullskaya AMCU do not ensure that they can be opened from the inside without a key (clause 48 of the General Requirements);
- developed fire evacuation plans for the resuscitation unit, surgical unit, therapeutic unit, children's unit, and children's polyclinic require correction (fire hydrant designations and evacuation routes are incorrectly shown on the plans) (clause 45 of the General Requirements, Appendix 2 to Resolution of the Ministry of Emergency Situations No. 82 dated 21.12.2021);
- evacuation routes are not fully marked with fire safety signs (stairwell leading to(intensive care unit), as provided for by technical regulatory legal acts (para. 44 of general requirements, appendix L, table L1 of GOST 12.4.026-2015 "Occupational safety standards system. Signal colors, safety signs and signal marking");
- connection of electrical equipment (post No. 1 of the therapeutic department – refrigerator, server room – computer) to the network not in accordance with their operating documentation, using extension cords, is permitted (para. 9 of general requirements);
- some premises of the "Beshenkovichi Central District Hospital" healthcare institution are not equipped with an automatic fire alarm system with a notification transmission device to the fire automation dispatch console (corridor with adjacent premises on the 3rd floor (opposite the surgical department), corridor with adjacent premises on the 2nd floor of the polyclinic (para. 9 of general requirements, para. 19, appendix F of SN 2.02.03-2019 "Fire automation of buildings and structures");
- in the garage premises on the territory of the "Beshenkovichi Central District Hospital" healthcare institution, electrical equipment is operated not in accordance with their operating documentation (junction boxes are not closed with protective covers, luminaires are not equipped with protective diffusers) (para. 9 of general requirements).
The buildings are equipped with automatic fire alarm and fire notification systems (hereinafter referred to as the systems). The aforementioned systems are serviced by the specialized organization RGOO "BDPO". During the monitoring, a check of the operability and serviceability of these systems was carried out with representatives of the servicing organization (28.11.2022); the systems are in operable and serviceable condition. At the same time, circuits No. 3 and No. 4 in the surgical department on the third floor were found to be faulty (when triggered, no signal was received by the control panel) (rectified during monitoring); in the pediatric department, the battery in the control panel was faulty (rectified during monitoring).
During the monitoring, it was established that the 3rd floor of the children's building is not in use.
The reasons and conditions contributing to the commission of the specified violations were the insufficient knowledge by the head and officials of the organization of the requirements of regulatory legal acts in the field of fire safety, insufficient funding, and a formal attitude towards the performance of their direct official duties.
The head of the organization has been presented with recommendations to eliminate violations identified during the monitoring.
