In the Beshenkovichi district, entertainment establishments were monitored

During the work carried out, it was established that violations of fire safety legislation were identified at the facilities, namely the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities" approved by Decree of the President of the Republic of Belarus No. 6 of 23.11.2017 "On the Development of Entrepreneurship".

The main measures proposed for implementation were:

"Rendezvous" cafe and "Sputnik" restaurant of the Beshenkovichi branch of Vitebsk Oblpotrebsoyuz:

- develop a fire evacuation plan for the "Rendezvous" cafe building, clause 45 ("General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities" approved by Decree of the President of the Republic of Belarus of 23.11.2017 No. 7 (hereinafter - General Requirements));

- bring the electrical wiring used to connect musical equipment on the stage of the "Sputnik" restaurant into compliance with the requirements of current technical legal acts (remove extension cords, replace conductors with damaged insulation), clause 9 of the General Requirements;

- conclude a contract for the maintenance of the alarm system installed in the premises of the "Sputnik" restaurant (documents confirming the existence of a contract were not provided), clauses 3.1, clause 3 of the General Requirements;

- bring into compliance

"Mango" Cafe, CHUP "Reum":

- determine, in accordance with the Resolution of the Ministry of Emergency Situations dated 18.05.2018 No. 35 "On establishing the norms for equipping facilities with primary fire extinguishing means", the necessary type and quantity of primary fire extinguishing means for the cafe premises, and if necessary, provide the building with the missing units, p. 53 ("General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities" approved by the Decree of the President of the Republic of Belarus dated 23.11.2017 No. 7 (hereinafter - General Requirements)).

- bring the automatic fire alarm system in the cafe building to an operational state (the alarm is in "Fire" mode), conclude a contract for alarm maintenance (p.p. 3.1, p. 3 of the General Fire Safety Requirements);

- determine the procedure for training employees on fire safety issues and verifying their knowledge in this area, including the procedure for conducting fire safety briefings and the procedure for conducting training under the fire-technical minimum program (including categories of employees subject to mandatory training under this program) determined by the Ministry of Emergency Situations, p. 58 of the general requirements;

- organize training under the fire-technical minimum program for employees responsible for ensuring fire safety, p. 3.2 of the general requirements, Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 02.05.2018 No. 30 "On approval of fire-technical minimum programs";

- equip the cafe buildingwith a fire safety information stand. Ensure timely updating of information on the stand, clause 3.2 of the General Requirements;

- develop a fire evacuation plan for the cafe building, clause 45 of the General Requirements;

- adjust the fire safety instructions in accordance with the General Requirements, clause 3.2 of the General Requirements;

- bring the electrical wiring used to connect the TV and electrical equipment behind the bar counter into compliance with the requirements of current technical and legal acts (remove extension cords, multi-plugs), clause 9 of the General Requirements

Cafe "Zubr" of LLC "Bokish":

- determine, in accordance with the Resolution of the Ministry of Emergency Situations dated 18.05.2018 No. 35 "On establishing the norms for equipping facilities with primary fire extinguishing means", the necessary type and quantity of primary fire extinguishing means for the cafe premises, if necessary, provide the building with missing units, and recharge existing fire extinguishers, clause 53, clause 3.1 ("General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Objects Belonging to Business Entities" approved by Decree of the President of the Republic of Belarus dated 23.11.2017 No. 7 (hereinafter - General Requirements)).

- equip the cafe building with a fire safety information stand. Ensure timely updating of information on the stand, clause 3.2 of the General Requirements;

- organize training according to the fire and technical minimum program for employees responsible for ensuring fire safety, clause 3.2 of the General Requirements, Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 02.05.2018 No. 30 "On approval of fire and technical minimum programs";

- develop a plan

evacuation of people in case of fire for the cafe building, clause 45 of general requirements;

- bring the electrical wiring used to connect lighting fixtures in the cafe basement into compliance with the requirements of current technical and legal acts, clause 9 of general requirements

- equip the cafe premises with an automatic fire alarm system, clause 9 of NPB 15 – 2007;

Department of Internal Affairs Security of the Ministry of Internal Affairs of the Republic of Belarus at the facility: cafe "Rendezvous" of the Beshenkovichi branch of the Vitebsk regional consumer union:

- deadlines for scheduled maintenance provided for by maintenance regulations No. 1 and No. 2 of the APS installed in the cafe "Rendezvous" have been violated, namely: upon examination of the "Logbook of Maintenance Work and Current Repair of UPA" it was found that maintenance is carried out only within the framework of regulation No. 1 (there are no records of scheduled maintenance provided for by regulation No. 2), clauses 4.4 of TKP 316-2011;

- the body of the manual fire alarm call point installed in the cafe "Rendezvous" lobby is damaged (the protective cover is missing) (the last maintenance was carried out on 02.03.2020), clauses 4.1 of TKP 316-2011;

- the facility lacks the "Call Logbook" and the "Staff Knowledge Assessment Logbook", clauses 5.14 of TKP 316 – 2011;

Monitoring has shown that managers need to take the requirements of technical regulations and legal acts of the fire safety standardization system more seriously.

Managers have been issued recommendations for eliminating the violations identified during the monitoring.
