In the Beshenkovichi district, a monitoring of CJSC "ASB - AgroNovator" was conducted
A monitoring was conducted by the Supervision and Prevention Sector of the Beshenkovichi District Department for Emergency Situations to ensure fire safety at CJSC "ASB - AgroNovator" located at: Beshenkovichi district, ag. Rzhavka, Berdnik str., bld. 24, room 1.
During the work performed, the following issues were studied:
compliance by managers, other officials, and employees with duties in the field of fire safety;
availability of fire safety instructions, compliance with established requirements for their development and content;
compliance with general fire safety requirements at the facility;
compliance with requirements for the maintenance of buildings, structures, and premises;
compliance with requirements for the organization of the technological process;
compliance with requirements for ensuring safe evacuation in case of fire;
compliance with requirements for the maintenance and determination of the quantity of primary fire extinguishing means and fire water supply systems;
compliance with requirements for the procedure of conducting fire safety training and verification of employees' knowledge of fire safety;
compliance with specific requirements for ensuring fire safety of explosive and fire-hazardous...
of fire hazardous production facilities.Based on the monitoring results, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:
The "Chernostye" and "Telepni" farm buildings are not equipped with primary fire extinguishing means (Clause 53 of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Structures), Isolated Premises and Other Facilities Owned by Business Entities", approved by Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On Entrepreneurship Development" (hereinafter referred to as the General Requirements), Resolution of the Ministry of Emergency Situations of May 18, 2018 No. 35 "On Establishing Norms for Equipping Facilities with Primary Fire Extinguishing Means");
The MTF "Rubezh" buildings, and the "M. Golyni" and "Budniki" complexes are not equipped with the necessary quantity of primary fire extinguishing means (the available fire extinguishers are insufficient) (Clause 53 of the General Requirements, Appendices No. 1, 2 to the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of May 18, 2018 No. 35);
fire safety and fire prevention regime are not ensured on the territory of MTF "Rubezh", farm "Telepni" (adjacent territory is not cleared of combustible waste, combustible materials (combustible waste, straw bales) are stored in fire breaks) (clauses 3.1, 16 of general requirements);
operability and serviceability of primary fire extinguishing means (fire extinguishers) in the buildings of repair workshops in the village of Verkhneye Krivino and the village of Rzhavka are not ensured (hoses with sprayers are missing) (clause 3.1 of general requirements);
no measures have been taken to ensure the possibility of using fire ponds at any time of the year, namely: fire ponds located on the territory of the complex "M. Golyini" are overgrown with vegetation. The condition of the external fire water supply, carried out in the manner determined by the Ministry of Emergency Situations, is not checked (clauses 3.1, 57 of general requirements);
storage of drained oil is allowed in the buildings of repair workshops in the village of Verkhneye Krivino and the village of Rzhavka.
Rzhavka (para. 38 of the "Specific requirements for ensuring fire safety of explosive and fire hazardous industries", approved by the Resolution of the Council of Ministers of the Republic of Belarus of 20.11.2019 No. 779 (hereinafter referred to as the specific requirements));
The causes and conditions contributing to the commission of the specified violations were the insufficient knowledge by the head of the enterprise of the requirements of regulatory legal acts in the field of fire safety, and a formal attitude towards the performance of his direct official duties.
Recommendations for eliminating the violations identified during the monitoring were handed over to the head.
The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Art. 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regime in their respective organizations.
