By the Inspection of Supervision and Prevention of the Beshenkovichi District Department for Emergency Situations, in accordance with the plan of selective inspections for the Vitebsk region for the first half of the year, with the aim of ensuring fire safety, an inspection of the facilities of the limited liability company "Vitkonprodukt" (hereinafter referred to as LLC "Vitkonprodukt") located in the Beshenkovichi district was carried out. As a result of the inspection, it was found that the fire safety status at the facilities of LLC "Vitkonprodukt" does not fully comply with the applicable fire safety requirements.
An appropriate fire safety regime has been established at the enterprise. Evacuation plans are being practiced, and briefings are organized. A survey of employees showed that employees have sufficient knowledge of the rules for using primary fire extinguishing means, actions in case of fire, and calling fire and rescue services. However, there are shortcomings in the company's operations:
- the development (revision of existing) instructions (programs) on fire safety for conducting introductory and initial workplace training in accordance with general requirements and the requirements of the Resolution of the Ministry of Emergency Situations dated 22.05.2018 No. 36 "On approval of the instruction on the procedure for training employees on fire safety issues and checking their knowledge in this area" has not been organized (the program for initial fire safety training at LLC "Vitkonprodukt" dated 29.12.2018 does not meet the applicable requirements;
- training of employees on fire-technical minimum programs, responsible for fire safety of the business entity; members of voluntary fire brigades, employees whose professional activities (work by position) are related to the storage, movement, use of flammable gases, flammable liquids, as well as employees carrying out- The operation of heat-generating equipment (boilers) in 2018 and 2019 was not organized (supporting documents were not provided) and was not carried out (with the exception of training members of the voluntary fire brigades of the young stock and parent stock breeding shop under a contract in 2019);
- The facility-wide fire safety instructions No. 4 dated April 5, 2019, were developed without considering the specifics of the facility in accordance with the current requirements and the requirements of the Resolution of the Ministry of Emergency Situations No. 28 dated April 28, 2018 "On establishing requirements for the content of facility-wide fire safety instructions";
- The necessary type and quantity of primary fire extinguishing means for the buildings (premises) of the broiler chick breeding shop "Beshenkovichi", the young stock and parent stock breeding shop, and the incubation shop of the enterprise have not been determined in accordance with the Resolution of the Ministry of Emergency Situations No. 35 dated May 18, 2018 "On establishing norms for equipping facilities with primary fire extinguishing means", depending on their extinguishing capacity, as well as the area of the protected premises, taking into account which the premises of the incubation shop building are not fully equipped with primary fire extinguishing means;
- The administrative buildings of the incubation shop, the broiler chick breeding shop "Beshenkovichi" are not equipped with stands containing fire safety information;
- The territories are not cleared of dry vegetation and combustible waste;
- The possibility of free opening (without a key) of the doors of evacuation exits in the administrative buildings of the shops is not ensured;
- Smoking is allowed outside specially designated areas (in the premises and on the territory of the enterprise);
- Fire ponds located on the territory of the shops and near them are maintained in a state that does not meet the requirements (there is no possibility, either completely or partially, for two fire trucks to approach and be positioned at the water intake point; the intake of the required amount of water is not ensuredany time of year);- document the maintenance services with acts in 3 copies, one of which must be kept by the Customer's responsible person (absent)
