A check was carried out at the private trading unitary enterprise "ArniTorg" in the Beshenkovichi district

The supervision and prevention sector of the Beshenkovichi District Department for Emergency Situations, in accordance with clause 95 of the selective inspection plan for the Vitebsk region for the 1st half of 2022, conducted an inspection of the private trading unitary enterprise "ArniTorg" (legal address: Vitebsk region, Beshenkovichi district, ag. Ulla, Dovator str., 18).
During the inspection, it was established:
the head, officials, and employees do not adequately fulfill the requirements of technical regulatory legal acts of the fire safety standardization system, which are an integral part of their professional activities;
during the inspection, it was established that the developed general fire safety instructions comply with the requirements of the Ministry of Emergency Situations Resolution dated April 28, 2018 No. 28 "On establishing requirements for the content of general fire safety instructions" (hereinafter referred to as the Ministry of Emergency Situations Resolution dated April 28, 2018 No. 28);
the general fire safety requirements at the facilities of PTUP "ArniTorg" are not fully observed;
the building and premises of the "Alesya" store in the urban-type settlement of Beshenkovichi are operated not in accordance with the operational documentation for it (technical passport): the boiler room is operated not for its intended purpose (not in accordance with the technical passport) (a storage room is arranged in the boiler room, and the storage of goods in packages is allowed);
the requirements for ensuring evacuation in case of fire are not fully observed, the removal of door leaves separating rooms from corridors is allowed, and evacuation exits are obstructed;
the requirements for the maintenance and determination of the quantity of primary fire extinguishing means are not fully observed, the store buildings are not fully equipped with primary fire extinguishing means;
A personnel training system on fire safety requirements has been established at the facility, and fire safety briefings are conducted. Employees responsible for conducting fire safety briefings and ensuring fire safety at the facility have undergone training under the fire-technical minimum programs.
The reasons and conditions contributing to the commission of the specified violations were the insufficient knowledge of the enterprise head regarding the requirements of regulatory legal acts in the field of fire safety, and the formal attitude of the head of the structural unit towards the fulfillment of their direct official duties.
The head has been presented with an inspection report and a directive with deadlines for eliminating the identified violations.
A monitoring of UP "Vitebsk Enterprise of Fire Safety Works" RGOO "BDPO" was also carried out at the facility: "Produkty" store of ChTUP "Arnitorg" at the address: Beshenkovichi, Chernyakhovskogo St., 7-1.
Based on the results of the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:
The operability of the automatic fire alarm system in the store is not ensured (the "Fire" signal from loops No. 2 and No. 5 to the control panel is received only after the simultaneous activation of 3 sensors on the loop) (Clause 9.1.11 of TKP 316-2011 "System for technical maintenance and repair of automatic fire extinguishing systems, smoke protection systems, fire alarms, fire notification and evacuation control systems. Organization and procedure for carrying out work").
The shop building is equipped with automatic fire alarm systems, fire alert systems, the alarm signal is transmitted to the "Molniya" dispatch center (number 43009). The above-mentioned systems are serviced by the specialized organization UP "Vitebsk Fire Fighting Works" RGOO "BDPO" (service agreement No. 2 dated 03.01.2022).
The reasons and conditions contributing to the commission of the specified violations were the insufficient knowledge of the enterprise officials of the requirements of regulatory legal acts in the field of fire safety, and the formal attitude towards the performance of their direct official duties by the head of the structural unit.
The head has been issued recommendations for the elimination of violations identified during the monitoring.
The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and fire safety regulations in their respective organizations.
