A check was carried out in the Beshenkovichi district of the Communal Subsidiary Unitary Enterprise of Melioration Systems "Beshenkovichi PMS"

A check was carried out by the Supervision and Prevention Sector of the Beshenkovichi District Department for Emergency Situations to ensure fire safety at the Communal Unitary Enterprise of Melioration Systems "Beshenkovichi PMS" (hereinafter referred to as GP "Beshenkovichi PMS") (a.g. Botcheikovo, Zarechnaya St., 131B).

The check revealed violations of fire safety requirements that do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:

the administrative building, the repair workshop building, and the garage parking building on the territory of the repair workshop are not equipped with a fire alarm system (Clause 9 of general requirements, Appendix F SN 2.02.03-2019);

the floor covering (linoleum and laminate) and ceiling finish (plastic tiles) in the corridors of the first and second floors of the administrative building are made of materials with unknown fire-technical characteristics (documents for finishing materials were not provided) (Clause 9 of OTPB, Clause 8.1.2 SN RB 2.02.05-2020);

the general fire safety instruction developed does not meet the requirements (clause 3.2 of general requirements, Decree of the Ministry of Emergency Situations No. 82);

the evacuation exit from the administrative building (spare evacuation exit from the 2nd floor) is not marked with a fire safety indicator sign, as required by technical regulatory legal acts (clause 44 of general requirements, Appendix L, Table L1, GOST 12.4.026-2015);

the external fire (stationary) ladder of the repair workshop and administrative building is not ensured to be in proper working condition (strength tests by a specialized organization have not been carried out) (clause 3.1 of general requirements, clauses 4.2, 4.5, 6.3 of STB 11.13.22-2011 "External stationary fire ladders and roof railings. General technical conditions");

safe evacuation from the 2nd floor of the administrative building via the external evacuation ladder is not ensured (the door leading to the ladder does not open) (clause 50 of general requirements);

the facility is not equipped with a fire safety information stand (clause 3.2 of general requirements);

locks on doors located on evacuation routes (external evacuation doors: main exit from the spare parts and materials warehouse building, main exit from the dispatch office building, main exit from the administrative building) do not allow for their free opening from the inside without a key (clause 48 of general requirements);

the operability and serviceability of primary fire extinguishing means (fire extinguishers) are not ensured: in the repair workshop building (in the main repair workshop premises, in the locksmith and turning shops), the existing fire extinguishers lack hoses with spray nozzles; the fire extinguisher located on the fire shield of the gas station warehouse is not sealed; the fire extinguisher located in the watchman's room in the checkpoint building is faulty (low cylinder pressure) (clauses 3.1, 54 of general requirements);

combustible materials (firewood, car tires) are allowed to be stored in the fire breaks of the dispatch office and material warehouse (clause 16 of general requirements);

a temporary (mobile) building for storing cables has been erected in the fire break of the material warehouse (clause 16 of general requirements);

in the premises of the mechanical workshop building (lathe shop, repair bays for vehicles No. 1 and No. 2), heating appliances (three heating stoves) of non-industrial (non

evacuation training drills for automotive vehicles in case of fire from garages and parking lots are not conducted at least once a year with the compilation of an act in an arbitrary form (acts not provided) (clause 36 of specific requirements);

The reasons and conditions contributing to the commission of the specified violations were insufficient knowledge by the head of the enterprise of the requirements of regulatory legal acts in the field of fire safety, and a formal attitude towards the performance of his direct official duties.

The head was handed over an inspection report, as well as an order to eliminate violations.

The Beshenkovichi District Emergency Situations Department reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and the fire safety regime in their respective organizations.
