A check was carried out at the Agricultural Unitary Enterprise "Vyaderovo" in the Beshenkovichi district

The Supervision and Prevention Department of the Beshenkovichi District Department for Emergency Situations conducted an inspection of the agricultural unitary enterprise "Vyaderovo" (hereinafter referred to as AUE "Vyaderovo") (ag. Ostrovno, Molodezhnaya St., 5) to ensure fire safety.

Following the inspection, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:

  • the operability and serviceability of primary fire extinguishing means (fire extinguishers) are not ensured: fire extinguisher on grain harvester state number 9823 VA – 2 (hose with nozzle is missing); fire extinguisher located on tractor state number 5992 VA – 2 (not sealed); fire extinguisher located in the premises of the "Vyaderovo" livestock farm (not sealed, cotter pin missing) (Clause 54 of General Requirements);
  • repair workshop buildings in the settlement of Vyaderovo, ag. Ostrovno, as well as garage-parking buildings on the territory of the repair workshop in ag. Ostrovno are not equipped with a fire alarm system (Clause 9 of General Requirements, Appendix F of SN 2.02.03-2019);
  • the developed facility-wide fire safety instructions do not meet the requirements (Clause 3.2 of General Requirements, Appendix 1 to Resolution of the Ministry of Emergency Situations No. 82);
  • the external fire (stationary) ladder of the administrative building has not been brought into proper working order (strength tests by a specialized organization have not been carried out) (Clause 3.1 of General Requirements, Clauses 4.2, 4.5, 6.3 of STB 11.13.22-2011);
  • the surfaces of the walls of heating stoves installed in the passage of the repair workshop of ag. Ostrovno and the administrative part of the repair workshop of the settlement of Vyaderovo, through which smoke ducts pass, are in disrepair (through cracks are present) (Clause 27 of General Requirements, Clause 6 of the Instructions on Requirements for the Placement and Operation of Heat-Accumulating Stoves);
  • the floor area made of combustible materials in front of the firebox of the heating stove in the repair workshop of ag. Ostrovno is protected by non-combustible material (hearth mat) less than 0.5 meters wide and less than 0.7 meters long (para. 27 of general requirements, para. 8 of the Instructions on requirements for the placement and operation of heat-accumulating stoves);
  • training of employees under fire-technical minimum programs determined by the Ministry of Emergency Situations is not organized (para. 3.2 of general requirements);
  • a 10% reserve of fire detectors (of the number installed) for the fire alarm system installed in the administrative building in ag. Ostrovno is not provided (para. 9 of general requirements, para. 8.3.11 of TCP 316-2011);
  • the buildings of the farms "Krupenino", "Pushkari", the complex "Chanovichi", the MTP "Vyaderovo", as well as the 1st floor of the administrative building in ag. Ostrovno are not provided with the necessary quantity of primary fire extinguishing means (the available fire extinguishers are insufficient) (para. 53 of general requirements, Instructions on norms for equipping a facility with primary fire extinguishing means);
  • a building for storing firewood has been erected in the fire break of the administrative building (no documents for the building have been provided) (para. 16 of general requirements);
  • the repair workshop premises in the settlement of Vyaderovo, designated for permanent fire works, are not equipped with two fire extinguishers (preference should be given to a more universal fire extinguisher in terms of application) and a fire blanket (para. 357 of specific requirements);
  • signs indicating the categories of explosion and fire hazard are not posted on the outer side of the doors (gates) of the warehouses, garages, and repair workshops in ag. Ostrovno and the settlement of Vyaderovo (para. 19 of specific requirements);
  • safe evacuation from the 2nd floor of the administrative building through the external
    • evacuation staircase (door leading to the staircase does not open) (para. 50 of general requirements);
    • the lock on the door located on the evacuation route (emergency exit from the 1st floor of the administrative building) does not allow it to be opened freely from the inside without a key (para. 48 of general requirements);
    • the fire evacuation plan for the 2nd floor of the administrative building does not meet the requirements (the instructions for the evacuation plan indicate fire brigades and their duties which are not established at the enterprise) (para. 45 of general requirements, Appendix 2 to the Decree of the Ministry of Emergency Situations No. 82);
    • fire safety and fire prevention regime are not ensured on the territory of the "Vyaderovo" livestock farm (plastic containers for young cattle are installed in fire breaks) (para. 16 of general requirements);

    The causes and conditions contributing to the commission of the specified violations were the insufficient knowledge of the enterprise manager regarding the requirements of regulatory legal acts in the field of fire safety, and a formal attitude towards the performance of their direct official duties.

    The manager was handed over an inspection report, as well as an order to eliminate the violations.

    The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Art. 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regime in their respective organizations.
