A check was carried out at SUP "Svitino-VMK" in the Beshenkovichi district
The Inspection of Supervision and Prevention of the Beshenkovichi District Department for Emergency Situations, in accordance with the plan of selective inspections for the Vitebsk region for the second half of the year, with the aim of ensuring fire safety, conducted an inspection of the agricultural unitary enterprise "Svytino" (hereinafter referred to as "SHUP Svytino") at the address: Beshenkovichi district, ag. Verkhovye. Head – Mamoyko Lyudmila Petrovna.
As a result of the inspection, it was established that the fire safety status at the facilities of SHUP "Svytino" does not fully comply with the fire safety requirements.
An appropriate fire safety regime has been established at the enterprise. Evacuation plans are being practiced, and briefings are organized. A survey of employees showed that employees possess sufficient knowledge of the rules for using primary fire extinguishing means, actions in case of fire, and calling fire emergency rescue units. However, there are also shortcomings in the enterprise's operations:
the locks on the doors located on the evacuation routes (external evacuation doors, doors separating corridors) in the MTK "Verkhovye" building, as well as the administrative building of the office in ag. Verkhovye, do not ensure the possibility of their free opening from the inside without a key (clause 48 of the General Fire Safety Regulations);
the design of cattle tethering in the "Svatovka" farm premises does not ensure the rapid release of animals from the premises in case of fire (clause 89 of specific requirements);
the construction and operation of temporary structures for keeping young cattle within the fire breaks of MTK "Verkhovye" are permitted (project documentation, according to which construction work was carried out, has not been provided) (clauses 9, 16 of the General Fire Safety Regulations);
a plan for the placement of motor vehicles has not been developed, ensuring passage for fire emergency rescue vehicles with a width of at least 4.5 meters for the machine yard areas in ag. Verkhovye (clause 35 of specific requirements);
nottraining sessions on the evacuation of motor vehicles in case of fire from garages and parking lots are held at least once a year with an act drawn up in an arbitrary form (acts not provided) (para. 36 of specific requirements);
evacuation routes in the buildings of MTK "Verkhovye" are not fully marked with fire safety signs, as provided for by technical normative legal acts (para. 44 of OTPB, GOST 12.4.026-2015);
fire evacuation plans for the buildings of MTK "Verkhovye" and the administrative building have not been developed in accordance with the form established by the Ministry of Emergency Situations (para. 45 of OTPB, Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 20.04.2018 No. 21).
in violation of the requirements of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 24.05.2018 No. 37 "On heat-generating appliances and heating devices, heat-intensive stoves", a heating stove installed in the building of the repair workshop in the village of Verkhovye is allowed for operation, namely: the chimney of the heating stove is not insulated at the point of intersection with the ceiling, a metal pipe is used as a chimney (Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 24.05.2018 No. 37);
measures to ensure the possibility of using fire ponds at any time of the year have not been taken, namely: fire ponds located near the repair workshop in the village of Verkhovye, as well as MTK "Verkhovye", are not marked with signs corresponding to the requirements of technical normative legal acts. The inspection of the condition of external and internal fire water supply is not carried out in the manner determined by the Ministry of Emergency Situations (supporting documents not provided) (para. 57 of OTPB).
The head of SKHUP "Svitino" was handed over an inspection report indicating the identified shortcomings.
The Beshenkovichi District Department of Emergency Situations reminds that in accordance with Art. 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safetyand fire safety regulations in the relevant organizations.
