A check was carried out at the agricultural enterprise "Vyadyarovo" in the Beshenkovichi district
The Inspection of Supervision and Prevention of the Beshenkovichi District Department for Emergency Situations, in accordance with the plan of selective inspections for the Vitebsk region for the second half of the year, with the aim of ensuring fire safety, conducted an inspection of the agricultural unitary enterprise "Vyaderovo" (hereinafter referred to as AUE "Vyaderovo") at the address: Beshenkovichi district, ag. Ostrovno. Head – Berezko Vasily Stepanovich.
As a result of the inspection, it was established that the fire safety status at the facilities of AUE "Vyaderovo" does not fully comply with the applicable fire safety requirements.
An appropriate fire safety regime has been established at the enterprise. Evacuation plans are being practiced, and briefings are organized. A survey of employees showed that employees possess sufficient knowledge of the rules for using primary fire extinguishing means, actions in case of fire, and calling fire rescue units. However, there are shortcomings in the enterprise's operations:
training of employees under fire-technical minimum programs, as defined by the Ministry of Emergency Situations, is not organized (persons conducting training under fire-technical minimum programs have not undergone advanced training in the field of "Fire Safety Assurance") (Clause 3.2 of OTPB, Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 02.05.2018 No. 30);
locks on doors located on evacuation routes (external evacuation doors, doors separating corridors) in the buildings of the "Chanovichi" complexes, the "Vyaderovo" MTP, as well as the administrative building of the office in ag. Ostrovno, do not ensure the possibility of their free opening from the inside without a key (Clause 48 of OTPB);
the design of animal tethering in the premises of the "Chanovichi" complex and the "Vyaderovo" MTP does not ensure the rapid release of animals from the premises in case of fire (Clause 89 of specific requirements);
the construction and operation of temporary structures for keeping young cattle are permitted in fire breaksof the "Chanovichi" complex, hay storage in the village of Vyaderevo (project documentation, according to which construction work was carried out, is not provided) (para. 9, 16 of the OTPB);
not provided with the required number of primary fire extinguishing means (the available fire extinguishers are insufficient) for the farms "Krupenino", "Gorki", the "Chanovichi" complex, the "Vyaderevo" MTP, the administrative building of the office in the agro-town of Ostrovno (para. 53 of the OTPB,
appendices No. 1, 2 of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 18.05.2018 No. 35);
operation of non-factory-made heat-generating appliances and heating devices is allowed (operation of non-heat-accumulating stoves in railway cars - temporary accommodation, for night stays of watchmen, farms "Pushkari" and "Gorki" is allowed) (para. 27 of the OTPB).
the required type and quantity of primary fire extinguishing means for buildings and structures of SKHUP "Vyaderevo" have not been determined (para. 53 of the OTPB, appendix No. 1 to the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 18.05.2018 No. 35);
evacuation routes in the buildings of the "Chanovichi" complexes, "Vyaderevo" MTP, as well as in the administrative building of the office in the agro-town of Ostrovno are not fully marked with fire safety signs, as provided for by technical regulatory legal acts (para. 44 of the OTPB, GOST 12.4.026-2015);
signs indicating explosion and fire hazard categories are not placed on the outer side of doors (gates) of warehouse premises, garages (para. 10 of the OTPB, para. 19 of specific requirements);
fire evacuation plans for buildings of the "Chanovichi" complex, "Vyaderevo" MTP, as well as the administrative building of the office in the agro-town of Ostrovno have not been developed in accordance with the form approved by the Ministry of Emergency Situations (para. 45 of the OTPB, Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 20.04.2018 No. 21).
a plan for the placement of motor vehicles has not been developed, ensuring a passage for fire and rescue equipment of at least 4.5 meters wide for the machine yard territories in the village of Vyaderevo (para. 35 of specific requirements);
training sessions are not conductedand evacuation of vehicles in case of fire from garages and parking lots at least once a year with the drawing up of an act in an arbitrary form (acts not provided) (para. 36 of specific requirements);
fire and technical commission work is not organized (the commission does not conduct inspections of buildings, structures, premises and territory of the organization at least once every six months to identify violations of fire safety legislation and international acts with the drawing up of an act) (acts were not provided) (Art. Art. 20, 25 of the Law of the Republic of Belarus of 15.06.1993 No. 2403 – XII "On Fire Safety", para. 40 of the Resolution of the Council of Ministers of the Republic of Belarus of 18.05.2020 No. 296).
The head of SHUP "Vyaderovo" was handed over an inspection report indicating the identified shortcomings.
Responsible officials have been brought to administrative responsibility under Part 1 of Art. 23.56 of the Code of Administrative Offenses of the Republic of Belarus.
The Beshenkovichi District Department for Emergency Situations reminds that in accordance with Art. 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and fire fighting regime in the respective organizations.
