Performs the duties of the Chairman of the District Executive Committee in case of his absence or inability to perform his duties.

Oversees issues of agro-industrial complex development, food resources, agricultural product production and processing, forestry, farming, horticultural partnerships, land relations, geodesy and cartography, hydrometeorology, environmental protection, and the implementation of social standards in the supervised area.

Structural divisions of the District Executive Committee:

- Department of Agriculture and Food of the District Executive Committee;
- Land Management Department of the District Executive Committee.

Oversees issues of:

- seed production, quarantine and plant protection;
- agricultural organizations;      
- Beshenkovichi KDUP Melioration Systems "Beshenkovichi PMS";
- Beshenkovichi MPP OJSC "Lepel MKK";
- GLHU "Beshenkovichi Forestry";
- GLPU "Beshenkovichi District Veterinary Station";
- Beshenkovichi State Technical Supervision Inspectorate
- RUP for breeding and artificial insemination of farm animals "Beshenkovichi Raiplemstantsiya";
- Beshenkovichi District Organizational Structure of RGOO "BOOR";
- Beshenkovichi Bureau of the Lepel Branch of RUP "Vitebsk Agency for State Registration and Land Cadastre" (regarding land relations, geodesy and cartography);
- land management service of the District Executive Committee;
- Beshenkovichi District Inspectorate of Natural Resources and Environmental Protection (regarding environmental protection issues);
- RCC No. 6 in Beshenkovichi, branch of OJSC "Belagroprombank" Vitebsk Regional Directorate;
- development of private subsidiary farms of citizens;
- horticultural partnerships;                    
- farms and commercial structures engaged in agricultural production.

Leadership of commissions:

- for assigning classes to civil servants;
- for leasing hunting and water grounds;
- preventing damage to crops by wild animals and assessing the damage caused by them;
- for eliminating and preventing the spread of dangerous animal diseases;
- Coordination Council for rabies prevention.
- Advisory Council on agricultural production, modern methods of growing and storing agricultural products, informing the public and monitoring the implementation of recommendations as conditions for using preferential loans.
