Tasks and functions of executive committees of the primary territorial level
Executive committees of the primary territorial level, within their competence, in the manner prescribed by law:
- promote employment of citizens, organize paid public works, appoint and pay unemployment benefits, resolve other issues in the field of employment;
- ensure the provision of preferential loans, subsidies to citizens registered as needing improved housing conditions;
- organize library services for citizens, acquisition and preservation of library collections;
- organize the placement on their official websites or other state information resources of the global computer network Internet information about Councils of basic and primary levels, about their deputies, executive and administrative bodies of basic and primary levels, about communal unitary enterprises, including information about the leadership of executive and administrative bodies of basic and primary levels and communal unitary enterprises;
- ensure the improvement and maintenance of proper sanitary conditions in the respective territory, including in agro-towns, involve citizens and organizations in carrying out such works;
- organize street lighting and installation of signs with street names and house numbers;
- organize work on the removal of municipal waste;
- perform actions related to the registration of civil status acts;
- ensure road safety;
- carry out state registration and liquidation (termination of activity) of economic entities (only Brest, Vitebsk, Gomel, Grodno, Mogilev city executive committees);
- issue special permits (licenses) for certain types of activities;
- submit proposals for the suspension from work of heads of state organizations located in the respective territory, whose property is not in communal ownership of that administrative-territorial unit, to their employers in case of non-fulfillment by them of decisions of the Council, executive committee of the basic level or the Council, executive committee of the regional level, adopted within their competence, or other legislative acts, unless otherwise established by the President of the Republic of Belarus;
- submit proposals for the dismissal of heads of organizations located in the respective territory, whose property is not in communal ownership of that administrative-territorial unit, to state bodies to which they are subordinate (under the jurisdiction of) or to the governing bodies of these organizations in case of non-fulfillment by them of decisions of the Council, executive committee of the basic level or the Council, executive committee of the regional level, adopted within their competence, or other legislative acts;
- submit proposals to competent state bodies for bringing to responsibility organizations located in the respective territory, their officials and other citizens, for compensation for damage caused by their decisions, actions (inaction) to the interests of citizens, local economy, environment, in case of non-fulfillment by them of decisions of the Council, executive committee of the basic level or the Council, executive committee of the regional level, adopted within their competence, or other legislative acts;
- submit proposals to executive committees of the regional level for bringing to disciplinary responsibility employees of organizations located in the respective territory, whose property is not in communal ownership of that administrative-territorial unit;
- submit written demands for bringing to disciplinary responsibility employees of lower executive and administrative bodies and organizations located in the respective territory, whose property is in communal ownership of that administrative-territorial unit, to their employers;
- cancel decisions of lower executive and administrative bodies, orders of their heads, if they do not comply with decisions of the Council, executive committee of the basic level or the Council, executive committee of the regional level, adopted within their competence, or other legislative acts;
- exercises other powers provided for by the Law of the Republic of Belarus of January 4, 2010 "On Local Government and Self-Government in the Republic of Belarus" and other legislative acts.
