Unscheduled monitoring of trade facilities
From October 30 to 31, 2024, employees of the supervision and prevention sector of the Beshenkovichi District Department for Emergency Situations conducted unscheduled monitoring of compliance with fire safety legislation, including mandatory requirements of technical regulatory legal acts of the fire safety regulation and standardization system of Limited Liability Company "BelWoodStroyTorg" (hereinafter - LLC) (Beshenkovichi urban settlement, Chernyakhovsky St., 1G) (Director - Tkachenok Alexey Alexandrovich) and the Beshenkovichi Postal Service Unit of the Vitebsk Branch of the Republican Unitary Enterprise "Belpochta" (hereinafter - PSU) (Beshenkovichi urban settlement, Sovetskaya St., 24) (Unit Head - Adintsova Olga Alexandrovna), which was caused by the identification of violations during preventive work.
During the work performed, the provided documentation was studied, and the buildings (premises) and adjacent territories were inspected.
Thus, according to the issues set out in the decision to conduct the monitoring, the following regulatory violations were identified:
- in accordance with clauses 19.1, 19 (Appendix F) and clauses 12.12.1, 12.12 (Appendix C) of SN 2.02.03-2019, both entities' buildings are not protected by a fire alarm system and are not equipped with a system for alerting and managing the evacuation of people in case of fire;
- compliance of smoke-tight doors of stairwells has not been ensured (seals are missing in the rebates, automatic self-closing is not ensured) (PSU);
- materials with undetermined fire hazard indicators were used for finishing the ceiling (PVC panel coating and painted chipboard (fiberboard)) of the second-floor corridors and the floor (linoleum coating) of the first and second-floor corridors of the building (UPS);
- the possibility of unlocking the lock from the inside without a key on the door located on the evacuation routes from the shop premises has not been ensured (LLC);
- categories of explosion and fire hazard have not been determined in accordance with the criteria established by the Ministry of Emergency Situations for the premises and the building as a whole (LLC);
- on the outer side of the gates (doors) of the building (premises) categorized by explosion and fire hazard, the indicators of their category are not fully displayed (LLC);
- the building premises are not fully equipped with primary fire extinguishing means in accordance with the norms for equipping facilities with primary fire extinguishing means, depending on their extinguishing capacity, the area of the protected premises, functional purpose, operational features, physical, chemical and fire hazardous properties of the substances and materials used (LLC);
- combustible materials are stored in the fire breaks from the building (LLC);
- when installing furniture and storing goods for sale, the width of the aisles in the shop's sales area is not less than 1 m, in accordance with clause 7.5.4.3 of SN 2.02.05-2020 (LLC), etc.
Capital violations of fire safety requirements have also been identified in terms of:
- installation of thresholds on the evacuation routes of the building - they are made with a height of more than 0.06 m (UPS and LLC);
- installation of stair flights - the steps have different heights and tread widths (UPS and LLC);
- installation of a ramp on the evacuation routes at the floor level difference - it has a slope of more than 1:6 (UPS), etc.
During the monitoring, briefings (discussions) on fire safety measures were held with the employees of the facilities.

Liability for these violations is provided for by Art. 24.36 of the Code of the Republic of Belarus on Administrative Offenses.
Based on the results of the monitoring, recommendations have been issued to the managers, indicating specific fire safety violations and the deadlines for their elimination.
