Attention!!! Legislative novelties in the payment of family benefits

  On January 1, 2024, Resolution No. 15 of the Board of the Social Protection Fund of the Ministry of Labor and Social Protection of the Republic of Belarus dated December 12, 2023, "On the Procedure for Interaction in the Payment of Family Benefits" came into force.

  In accordance with this resolution, payers of mandatory insurance contributions to the Fund's budget (hereinafter referred to as payers) who appoint and pay benefits for childcare up to 3 years of age and benefits to families with children aged 3 to 18 during the period of childcare up to 3 years of age (hereinafter referred to as benefits) have the opportunity to control the correctness of the appointment and payment of benefits to employees through the information resource "Personal Account of the Contributor" in the section "Benefits", subsection "Family Benefits".

  The interaction between the payer and the territorial bodies of the Fund is carried out through the information resource "Personal Account of the Contributor" located on the Fund's corporate portal.

The payer generates and sends a request quarterly to the territorial body of the Fund to obtain information about an employee to whom benefits are actually paid.

  This resource allows obtaining information about the benefit recipient regarding children's departures outside the Republic of Belarus for a period of more than two months and (or) predominant residence outside the Republic of Belarus, and (or) return to the Republic of Belarus.

  For reference: Benefits are not assigned or paid for children: residing and (or) studying in full-time education outside the Republic of Belarus; who have left the Republic of Belarus for a period exceeding two months; predominantly residing outside the Republic of Belarus (more than 183 calendar days in a 12-month period from the date of benefit assignment) for periods of stay outside the Republic of Belarus (subparagraph 3.1 of paragraph 3 of Article 1 of the Law of the Republic of Belarus "On state benefits for families raising children", part 3 of paragraph 17 of the Regulation on the procedure for assigning and paying state benefits to families raising children, approved by the Resolution of the Council of Ministers of the Republic of Belarus of June 28, 2013 No. 569).

   Payers of mandatory insurance contributions must organize work on sending requests to the Social Protection Fund bodies through the "Personal Account of the Contributor" for employees who are actually paid benefits. This will allow timely receipt of necessary information and control over the correctness and validity of benefit payments.
