Compliance with the requirements of special permits (licenses) under constant control
In accordance with the plans, employees of the supervision and prevention sector of the Beshenkovichi District Department for Emergency Situations systematically carry out supervisory and preventive work at the facilities of business entities registered and operating in the territory of the Beshenkovichi District, with attention paid to the operability of fire alarm systems and fire alarm and evacuation control systems (hereinafter referred to as Systems).
The maintenance of these systems in the district is usually carried out by organizations holding a special permit (license) for the right to carry out activities to ensure fire safety (installation, adjustment, and maintenance of systems) based on bilateral agreements.
When performing technical maintenance of the systems, the requirements of TKhP 316 - 2011 "System for technical maintenance and repair of automatic fire extinguishing systems, smoke protection systems, fire alarm systems, fire alarm and evacuation control systems. Organization and procedure for carrying out work" are mandatory.
During the reporting period of 2022, and previously, the following violations were mainly identified, committed by both the servicing organization and the system customers:
system passports were not completed, including considering repairs performed (replacement of the control panel, sensors, wiring).
(cables), etc.);quality control of system maintenance is carried out without recording the control results in the logbook for system maintenance and repair works;
scheduled system maintenance is not carried out in full compliance with the maintenance regulations No. 1 and No. 2, according to the system technological charts, operating instructions for technical equipment, and technical specifications;
not all prescribed information is entered into the logbooks for system maintenance and repair works, reflecting all types of work;
after completion of scheduled maintenance works, including restoration of system operation, the performed works are not presented to the responsible person of the Customer or a person replacing them by order of the Customer;
system maintenance (upkeep) is carried out in the absence of design documentation;
system operation with damaged fire detectors, etc.
We also draw attention to the fact that, in accordance with the Code of Administrative Offenses of the Republic of Belarus, the following measures of responsibility are provided:
Article 24.36 "Violation of fire safety requirements":
Part 1: Failure of heads (officials) and employees of economic entities to fulfill their duties in the field of fire safety entails a fine of up to thirty basic units.
Part 6: Failure to comply with mandatory requirements during the technical maintenance of fire alarm systems entails a fine of up to ten basic units, and for a legal entity – up to fifty basic units.
Owners of facilities, in order to maintain systems in working and serviceable condition, prevent costly repairs, etc., are recommended to analyze their condition, compliance with contractual relations with organizations, and additionally study regulatory documents, etc.
