FUTURE TASKS

On January 23, 2017, a board meeting was held at the Vitebsk Region Prosecutor's Office, where the results of supervisory activities for 2016 were summarized. The Deputy Prosecutor General of the Republic of Belarus, A.V. Dubov, took part in the board meeting.

In their speeches, the Prosecutor of Vitebsk Region, V.V. Sushchinsky, and Deputy Prosecutors of the Region, A.V. Sidorovich, G.A. Korenko, and V.I. Guk, noted that the focus of the region's prosecutor's offices was on topical issues of protecting constitutional rights and freedoms of citizens, combating crime and corruption, and preventing offenses. Special attention was paid to coordinating the actions of state bodies and public institutions to maintain public order, protect property from criminal encroachments, and prevent drunkenness, alcoholism, and drug addiction.

A comprehensive approach to organizing preventive measures ensured a stable operational environment.

In 2016, 10,855 crimes were registered in the region, which is 442 fewer than a year ago. At the same time, the number of grievous bodily harm, robberies, muggings, rapes, and property thefts decreased. The number of crimes committed repeatedly, while intoxicated, by minors, and in public places also decreased.

However, in some regions, the criminogenic situation remains complex, which is due to both objective reasons and insufficient work of prevention entities to prevent offenses.

In particular, an increase in crime in the criminal investigation department is observed in Rossony, Liozno, Postavy, Shumilino, Dubrovno districts, Oktyabrsky, Pervomaysky districts of Vitebsk, and Novopolotsk.

A high proportion of recidivism persists in Dokshitsy, Chashniki, Rossony, Tolochin, Orsha, Dubrovno, Verkhnedvinsk, and Zheleznodorozhny districts.

The evasion of labor activity by certain citizens, including those previously convicted, and, as a consequence, their commission of socially dangerous acts, negatively affects the development of the criminogenic situation.

The work of law enforcement agencies to combat corruption in Liozno and Myory districts needs to be intensified.

Problems of promptness and quality of criminal case investigations remain relevant (Verkhnedvinsk, Glubokoye, Dokshitsy, Liozno, Myory, Orsha, Polotsk, Ushachi, Shumilino districts, Novopolotsk, Vitebsk).

Issues of compliance with environmental and land legislation, as well as the effectiveness of the work of regulatory bodies in this area, require constant attention from prosecutors.

The adoption of specific decisions to protect the social rights of the population is necessary in Tolochin, Polotsk, Ushachi, Braslav, Dokshitsy, and Shumilino districts.

Following the discussion of the results of prosecutorial activity, the board adopted a decision aimed at increasing the effectiveness of supervisory measures.
